Water is the main dust <br />control procedure used to control dust. Haulers are protected from dust by unloading from <br />the front of the building. Dust within the RRF building is controlled by sweeping/cleaning the <br />building floor and dust masks are provided to personnel. Should a highly friable load be <br />delivered the load w ill be sprayed li ghtly with water. For dust control purposes, surface- <br />water runoff or on -site well water will be applied to the main access road and processing <br />areas. Approx i mately---8100 ,000 gallons of water are utilized per day. No disposal or <br />treatment of this water is required since only a minimal amount is utilized and either <br />evaporates or is absorbed by the road or ground resulting in no run-off. <br />The track-out of mud and dirt onto Austin Road is limited by having a minimum 120-foot long <br />paved exit road that allows mud and dirt to drop off before exiting the site. removing the <br />mud and dirt from the interior paved road and Austin Road on a daily basis. and use of a <br />wheel washer. The track-out mud on Austin Road will be removed utilizing a water truck . <br />street sweeper. and /or the wheel washer (i.e .. Trac inator) dirt removal system . as needed. <br />3.2.3 Litter Control (14 CCR. Section 17408.1) <br />In accordance with 14 CCR, Section 17408.1, litter control is conducted at the RRF. All <br />incoming recyclable loads are sorted/processed and/or transferred inside the RRF building. A <br />debris collection fence is used to catch any wind blown debris. The RRF is cleaned daily by <br />site personnel to remove any litter on the property and minimize the possibility of off-site <br />littering. <br />The landfill operator wi ll continue the current An ongoing daily litter collection program to <br />minimize the impact of litter on the site and inon the surrounding area s has been <br />implemented. Landfill personnel wi+l--regularly patrol the overall property and both sides of <br />Austin Road to pick u p-afly litter blown from the working areas of the approaching vehic les. the <br />worl{ing face~ and RRF. All on site containers are covered and al l J ncoming loads are required <br />to be covered. Crews are assigned t o collect litter in remote areas of the s ite during periods in <br />which 'Neather conditions cause litte r to accumulate i n these areas and along south Aust in <br />tffia€h The personnel should not only collect litter from the facility. but also the facility entrance. <br />public roads . and adjoining property. provided the property owner will allow access. Litter is <br />collected as far north as the intersection of Austin Road and Arch Road. and as far south as <br />French Camp Road and Austin Road on a daily basis . All litter is co ll ected along th is section of <br />the road. Litter caught in the fences is removed daily or as necessary. The Forward Landfill <br />implemented a Litter Management Plan. which is included in the JTD as an appendix. <br />3.2.4 Noise Control (14 CCR. Section 17408.3) <br />In accordance with 14 CCR, Section 17408.3, noise control measures are instituted at the <br />RRF.
