1-1 <br />1.0 FACILITY OVERVIEW <br />1.1 Introduction and Purpose <br />The Forward .,t.R&.-_Resource Recovery Facility (RRF) is located in Manteca within San Joaquin <br />County. The RRF is cons idered a large volume transfer/processing facility .. unde r tT he <br />California Code of Regulations, Title 14 (14 CCR), Section 17402(a)(8) whioh defines a large <br />volume transfer/processing facility as "a facility that receives 100 tons or more of solid <br />waste per operating day for the purpose of storing, handling or processing the waste prior to <br />transferring the waste to another solid waste operation or facility." In accordance with the <br />current tiered permitting requirements included in 14 CCR, a Transfer/Processing Report <br />(TPR) was prepared for the RRF and the original full Solid Waste Facility Permit (SWFP ) No. <br />39-AA -0020 was issued by the San Joaquin County Environmental Health Department <br />(EHD l. acting as the Local Enforcement Agenc y (LEA ). A Five -Year Permit Review was <br />completed in 2009 and the LEA issued a Five -Year Permit Review Report in June 2009. <br />Subsequently . the TPR was amended to address the Findings /Directives of the LEA's Permit <br />Review Report. As a result of the 2009 Permit Review. a new front page of the existing <br />SWFP was issued by the LEA. The County of San Joaquin LEA notified the Owner /Operator <br />(Forward . Inc.) that the Forward RRF is due for Permit Review on May 3 . 2014. As part of <br />the Five -Year Permit Review for Forward RRF . this TPR (originally submitted in 2003) has <br />been updated to reflect current operational conditions This TPR has been prepared to <br />include t he spesifie in f ormation requirements outlined i n accordance with 14 CCR, Section <br />18221.6. <br />Forward has opera t ed t he RRF bui lding and separation area in compliance wit h SWFP No . <br />39 M 020. Past rBeso urc e recovery opera t ions included separa t ion and recycling of t he <br />fol lowing mate rials: plastic, glass, cardboard , news pa pers and paper, ferrous and nonferrous <br />meta ls, wood, and other nonhazardous, inert materia ls (liI<e foam). The RRF no longer sorts or <br />separates materials. The mixed recyclables are delivered to the RRF and offloaded into the <br />transfer station building. where in turn those recyclable materials are loaded onto large <br />transfer trailers and transported to another permitted recycler. Green and W':!:lood waste <br />processing operations consisting of grinding onl y. The ground materials are used as compost <br />feedstock. as discussed in the Report of Composting Site Information (RCS!) These materials are sent off site fo r use as an <br />alterna t ive fue l source f or cogenera t ion energy facilities or othe r uses such as m ulch o r <br />com post. Reoent ope rations at the RR F have been li mited to wood ..... aste prooe ssing; <br />however, addit ional activit ies a re proposed for the RRF whish inslude aooeptance of m ixed <br />recyolables .
