4-1 <br />4.0 REGULATORY AGENCY REQUIREMENTS <br />4.1 Permits and Approvals (14 CCR. Section 18221.6 (p)) <br />4.1.1 Introduction <br />In order to operate a large volume transfer/processing facility in the State of California, the <br />proje ct proponen t facility operator must obtain various permits from those local and state <br />agencies having jurisdiction over the handling and d is po s al transfer of non-hazardous solid <br />waste. The following sections list the responsible agencies which have jurisdiction over the <br />RRF and the permit~ they require to operate the facility in accordance with 14 CCR, Section <br />18221.6 (p). <br />4.1.2 California Department of Resources Recycling and Rec ove ry <br />(CaIRecycle )Ca lifo rnia Integrated Waste Management Board <br />All solid waste facilities are required to have a SWFP issued by the LEA and concurred on by <br />CalRec yclet he GllA/MB . This facility is perm itted to operate as a large volume <br />transfer/processing facility and compost facility under SWFP No . 39-AA -0020. which was <br />updated in 2009 as part of the previous Five -Year Permit Review for the Forward RRF. A <br />cop y of the most recent SWFP is included in Appendix F. It should be noted that the Forward <br />Landfill operates under a separate SWFP (No. 39-AA -0015l .The eUFF en t SWFP VIas issued in <br />1996 and is in cl uded in Appe nd ix F. The sta t e s oli d '.v aste <br />i nforma t ion sys t em o r SW IS numbe r for t his f aei lity is 3 9 M 0 2 0 . <br />4.1.3 San Joaquin County, Environmental Health DepartmentDi'lis i on <br />The San Joaqu i n County Environmental Health Divisi on Department is the LEA eur ren t <br />enforcement agen ey having jurisdiction over this facility. The LEA is the local regulatory body <br />acting on beha lf of the GIWMB CalRec ycle. which issues and enforces the terms and <br />conditions of the SWFP. The mo st rese nt current SWFP for the RRF contains the conditions <br />to which the facility is subject4e. was iss ued in 1996 a nd is des igna t ed as 39 /irA 020. The <br />LEA is respons i ble for processing any permit changes which are necessary to keep the SWFP <br />accurate and up-to-date.
