1-4 <br />1.6 Adjacent Land Use (14 CCR. Section 18221.6 (b)) <br />Pursuant to the San Joaquin County 2010 General Plan and the Deve lopment Tit le adopted by <br />the County Board of Superv isors on July 24, 1992, the General Plan land use designation for <br />the RRF and landfill site is A/G (General/Agricultural), and the zoning is AG-40 <br />(General/Agricultural, 40-acre minimum lot size) as shown on Figure 34. The San Joaquin <br />Count y Develo pment Title specifies that Major Impact Services are allowed in AG-40 zone <br />classification areas subject to a Use Permit. Major Impact Services, which include sanitary <br />landfills, are defined as land intensive activities that must be located away from residences or <br />concentrations of people due to the nature of the operation's impacts, Since =tt he RRF aoo-is <br />situated on the landfill property, sttei1.-is considered a major impact facility and 8fe-~operated <br />conditionally in the AG -40 zone. The existing Forward Landfill is currently operated under the <br />San Joaquin County Land Use Permit (UP-00-7) granted in 2003. Property to the east, west <br />and south of the landfill facility is zoned gene ral agrieultural A/G and property to the north is <br />zoned f3E ublic/tl nstitutional. Immediatel y north of the 33.23-acre RRF is the Forward Landfill <br />and the approximate 184-acre buffer area of the landfi l l lies to the immediate west of the RRF. <br />The land to the east and south is used for agricu lture. <br />Adjacent land uses inc lude agricu lt ural lands to the east, 'Nest, and south. The Northern <br />California Youth Correctional Center, a criminal detention facility, is located on Newcastle <br />Road approximately 1,900 feet north of the Forward Landfill. East of the correctional center <br />is the recently constructed California Health Care Facility. A women's prison is also located <br />north of the s ite. The Stockton Metropolitan Airport is located approximately one mile west <br />of the existing Forward Landfill. The Burlington Northern and Santa Fe Intermodal Facility, a <br />470-acre train/truck cargo transfer and storage facility, is located approximately one mile <br />northeast of the landfill site, along the Burli ngto n Northern and Santa Fe railroad main line§.. <br />As shown on Figure ~~, there a re th ree is one residence s located near the site (within <br />approximately a ha lf mile or less), The residence at 9690 Austin Road is approximately 500 <br />feet from the landfill .. and is located across on the east side of Austin Road across from the <br />landfill's main entrance fac ilities area . This dwelling is currently rented by Forward , Inc. and <br />is kept vacant. In addition . =twe-three residences . with surrounding ancillary structures. are <br />located on the east side of Austin Road, approximately one mile north of the landfill's main <br />entrance. Two additional reSidences, also with surrounding ancillary structures. are located <br />east of Austin Road, south of the landfill/RRF. on Lyneh Road, approx i mately 0.6 miles <br />southeast of t he site <br />1.7 Area Climateetegy <br />The climate of the region is typical of the California Central Valley. Winters are generally <br />cold and wet with fog, while summers are hot and dry. Climatological data used in the site <br />design were-was gathered from representative weather stations near the site.
