1-3 <br />Road right of way (see Site Plan in the Joint Techn ical Document (J TD l Figure 2 ). The RRF is <br />currently permitted for a total of 33.23 acres, with 10.64 acres utilized for transfer <br />o perations and 22.59 acres for composting operat ions . Operations at the RRF are current ly <br />permitted by the current SWFP number No. 39-AA-020 , dated April 1995 and the Use <br />Permit Number UP-00 -7, dated April 2003. <br />The facility was designed to accept municipal solid waste for processing and transfer, <br />including recovery of plastic, glass, cardboard, newspapers and paper, ferrous and <br />nonferrous metals, wood, and other non -hazardous, inert materials (he;;--such as foam). <br />Residual waste wa5-§..tAef:rtransferred for disposal at the Forward Landfill. The wood waste <br />processing operation consists of chipping grindin g incoming wood, lumber, and bulk yard <br />wastes as an alternative fuel souree for cogeneration energy faci lities , other reuses OF <br />recovery such as mu lch for compost. All wood and green material is unloaded directl y east <br />of the grindin g area . where the materials are screened for residual wastes . Up to five bins <br />are uti lized to collect and trans port the residual waste from the screen i ng area. The 'Nood <br />and green materia l is unloaded and manually screened . is confined to an a rea <br />ap p roximat ely 100 fe et by 150 feet and 12 feet high .Sorting bins aw Wood waste stockpiles <br />are located on the permitted property surrounding the a pp rox i matel y 12,000-square foot <br />metal frame ~ transfer station building. which is o pen on the west side . The stockpile <br />area of the RRF expands and contracts depending upon the amount of materials received <br />the resa le marl<et. The RRF facility has an portable office trailer portable and employee <br />trailer, an in -g round scale and scalehouse , a se parate entrance /exit. portable sanitary <br />facilities, gravel -based parking areas for employees and visitors, a trailer with spare parts <br />and RRF equipment, transfer truc l<s , and a storage bins area (for mun ic ip al solid waste <br />[MSW l and oversized com post ), and a ~500 -gallon per minute (gpm) pum p that feeds a <br />10.000-gallon p ressurized water tank (see Fi gure 2 ). Lines from the tank lead to various <br />locations.water productio n we ll. <br />Access to the RRF faci lity is from Austin Road, with the entrance be i ng south of the main <br />entrance and south of the South Fork of South Little john's Creek. Austin Road is a rural two- <br />lane, paved road oriented north/south which connect~+ng with Mariposa Road to the north <br />and ultimately connect~+ng with Highway 99 to the south. Direct routes to Austin Road are <br />provided by French Camp Road, Arch Road, Mariposa Road, Interstate 5 , Highway 99, and <br />Highway 120 (see Figure...1-a.). The entrance /exit to the RRF is located south of the South <br />Fork of the South Little john's Creek and is a 34-foot wide . 120-foot lon g paved entrance <br />road. The Forward Landfill has se parate entrances /exits as described in their Joint <br />Technical Document UTD )' <br />All "'Iood material is unloaded i n the grind ing area a nd is conf ined to an area apprQ)(imately <br />100 feet by 150 feet and 12 feet high.
