3-11 <br />An ongoing daily litter collection program to minimize litter on the site and in surrounding areas <br />has been implemented. landf ill Site personnel regularly patrol the overall property and pick <br />up litter blown from the working areas of the RRF. All incoming loads are required to be <br />covered. The personnel should not only collect litter from the facility, but also the facility <br />entrance, public roads, and adjoining property, provided the property owner will allow access. <br />Litter is collected as far north as the intersection of Austin Road and Arch Road, and as far <br />south as French Camp Road and Austin Road on a daily basis. All litter is collected along this <br />section of the road. Litter caught in the fences is removed daily or as necessary. The Forward <br />landf ill implemented a Litter Management Plan, which is inc luded in the JTD as an appendix. <br />3.2.4 Noise Control (14 CCR, Section 17408.3) <br />In accordance with 14 CCR, Section 17408.3, noise control measures are instituted at the <br />RRF. Noise at the site includes traffic noise generated by trucks and other vehicles traveling <br />along on Austin Road to the landfill and RRF and noise generated by the equipment used in <br />landfill and RRF operations. Noise levels of on site equipment are controlled by proper <br />maintenance of mufflers to factory specifications. <br />Due to the vehicular volume with the waste quantity limits, deliveries of residual waste to the <br />landfill will be scheduled as regularly as possible to minimize queuing and idling. In addition, <br />the truck drivers will be encouraged to minimize their idling time. <br />Noise levels are not likely to create health hazards to persons using the site due to the use of <br />mufflers on heavy equipment. Protective ear wear is provided to all employees. Due to the <br />remote location of the site, noise levels are not likely to create health hazards to nearby <br />residents. <br />3.2.5 Nuisance Control (14 CCR, Section 17408.5) <br />In accordance with 14 CCR, Section 17408.5, the station is operated so as to not create a <br />public nuisance, health or safety problem. All station personnel are trained to eliminate any <br />aesthetic nuisance that may be created from daily operations. Operations are performed to <br />prevent nuisances such as vector, bird and animal control; odor control; noise control; dust <br />control; litter control; and traffic control as discussed in this TPR. Any complaints received <br />from surrounding properties will be investigated and appropriate steps will be taken to <br />remediate the nuisance. <br />3.2.6 Protection of Users (14 CCR, Section 17408.8) <br />In accordance with 14 CCR, Section 17408.8, the station is operated in such a manner so <br />as to minimize contact between users, wastes, and transfer operations. The RRF is not open <br />to the public.
