3-12 <br />Visitors to the site are required to park in a designated parking areas to avoid circulation <br />conflict with facility traffic, operations and other facility vehicles or equipment. Signs <br />specifying rules of the facility, which protect users of the facility are discussed in Section 3.3.3. <br />In the 'tiood grinding area , the customeF5 are constantly supervised, as are a ll customers. <br />Personal safety equipment is provided to all personnel. First aid kits and eye wash kits are <br />available at the facility. Fire extinguishers are strategically located in the facility. The <br />firefighting equipment is discussed in Section 3.3.6. The site's Emergency Action Plan, which <br />is part of the site Health and Safety Plan (Appendix D) outlines procedures in case of an <br />emergency evacuation and provides an evacuation map, which is posted in several <br />conspicuous areas at the facility for public and company personnel access. <br />3.2.7 Vector, Bird and Animal Control (14 CCR, Section 17410.4) <br />In accordance with 14 CCR, Section 17410.4, the operator will continue to institute <br />measures to control or prevent the propagation, harborage and attraction of flies, rodents or <br />other vectors and animals, and to minimize bird attraction. Daily removal of solid wastes and <br />keeping the storage of waste overnight to a minimum will minimize the presence of rodents <br />and insects. Recyclables, such as glass and aluminum cans, stored overnight are kept on the <br />tipping floor to deter vectors, birds, and rodents. Once the bins are full they will be transported <br />off-site for appropriate recycling. <br />A professional pest control company is used to control vectors, as needed. Pest control <br />includes the use of bait stations, pesticides, and exclusionary methods, as needed. <br />Additionally, nuisance birds will be controlled by reducing litter through the litter management <br />program as discussed in Section 3.2.3. <br />The majority of waste handling activities are conducted in the partially enclosed RRF building <br />(open on one side). The '/load grinding operations are conducted outside but are not attractive <br />to birds. Under normal operations, wastes are processed within 24 hours. <br />3.2.8 Odor Control (14 CCR, Section 17406.2 (d)) <br />In accordance with 14 CCR, Section 17406.2(d), odor control measures are practiced at the <br />RRF. The main odor control feature at the site is that waste handling activities are <br />conducted within the partially enclosed transfer station building. All wastes within the <br />transfer station building are removed and delivered to the landfill within 48 hours of receipt. <br />Odors within the building are controlled through regular housekeeping methods.
