3-17 3.4.3 Special Occurrences The Contingency Plan will continue to remain in effect during the life of the landfill and RRF. The plan describes procedures for reporting special occurrences including fires, earth slides, accidents, spills, and other extraordinary situations. A copy of the Contingency Plan is included as Appendix D. A Special Occurrence Log is maintained at the RRF office trailer in accordance with 14 CCR, Section 17414(d). The operator will notify the LEA by telephone within 24 hours of all incidents requiring the implementation of emergency procedures. Operating personnel are trained to report any special occurrence to the Operations Manager or their designee. Special Occurrences that may be recorded in the log book include, but are not limited to the following: fires, flooding, significant injuries, accidents, property damage, earthquakes, explosions, hazardous or prohibited waste incidents, severe weather, and other unusual occurrences. The log records the date, time, and an explanation of the incident, as well as actions taken to mitigate the occurrence. 3.4.4 Public Complaints In accordance with 14 CCR, Section 17414(e), the operator maintains a record of any written public complaints including the nature of the complaint; the date of the complaint; name, address, telephone number of the person(s) making the complaint, and any action(s) taken by the operator in response. Copies of all written complaints and the operator's actions to resolve the complaints are kept on site and available upon request, in accordance with the site's SWFP. 3.4.5 Operator Notification In accordance with 14 CCR, Section 17414(f), the operator maintains a copy of the written notification sent to the LEA. The notification contains of the name, address, and telephone number of the operator or other person(s) responsible for the operations at the facility. 3.4.6 Employee Training Records In accordance with 14 CCR, Section 17414(g), the operator maintains records of employee training. Based on job description, staff training typically includes the following: • Recycling operations and residual waste removal • Station monitoring and maintenance • Hazardous materials recognition (Load Checking Program) • Equipment use and maintenance • Environmental controls • Emergency procedures Personnel training is discussed in Section 3.1.1.1.
