3-3 <br /> <br />Forward Resource Recovery Facility SWT Engineering <br /> Transfer/Processing Report - July 2014 <br />z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\tpr 2014\text\sec3.doc <br /> <br />Table 2 lists the emergency contacts for the facility to be called in the order listed. <br />In addition, any responding emergency coordinator will contact the RRF Safety Coordinator: <br />Ann Storm <br />Republic Services, Inc. <br />Office: (209) 547-7523 <br />Mobile: (209) 423-8552 <br />Email: AStorm@republicservices.com <br />For medical emergencies, the services listed in Table 3 will be contacted, as appropriate. <br />3.1.2 Station Maintenance (14 CCR, Sections 17407.2, 17408.6 , and 17416.1) <br />In accordance with 14 CCR, Section 17408.6, preventative maintenance and station repairs <br />are conducted, as necessary. A maintenance program is in-place at the transfer station. <br />Station personnel are instructed to report any defective or deteriorated conditions to the <br />Operations Manager, who also frequently monitors the facility for defective or deteriorated <br />conditions. When a problem is identified, prompt repair will be implemented. Equipment <br />maintenance is conducted routinely. General cleaning of the RRF building, as well as the <br />outdoor operations and storage areas, is accomplished by permanent employee duty <br />assignments with daily inspections to assure compliance. Specifically, the tipping floor and <br />retaining wall shall be maintained in accordance with 14 CCR, Section 17408.6. <br />3.1.2.1 Cleaning <br />The transfer station building and facility grounds are cleaned of loose materials and litter <br />each operating day in accordance with 14 CCR, Section 17407.2(a)(1). The recyclable <br />materials and/or wastes are dumped on the floor in the RRF building; therefore, litter is not <br />allowed to escape. Additionally, employees pick up any litter before it becomes a problem. <br />The entrance and exits and paved areas of the station are kept clean to prevent the tracking <br />or off-site migration of waste materials in accordance with 14 CCR, Section 17407.2(b). <br />Loose materials, litter cleanup, and general housekeeping are accomplished by employee duty <br />assignments with daily inspections to assure compliance. The RRF does not accept fuel drums <br />or currently accept tires. Used and/or new parts utilized for equipment repair/maintenance <br />are stored at the landfill’s maintenance yard. All of the equipment at the RRF is dedicated to <br />its own operation. However, if necessary, additional equipment can be obtained in an <br />emergency from Forward Landfill. All inoperable equipment is promptly repaired. Any scrap <br />metal from equipment repair is also salvaged. The RRF is screened from Austin Road on the <br />south and west sides by a 5-foot high vegetated earthen berm. <br />3.1.2.2 Container Cleaning <br />Container cleaning is currently not performed at the RRF. The site does not accept municipal
