3-4

Forward Resource Recovery Facility SWT Engineering
Transfer/Processing Report - July 2014
z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\tpr 2014\text\sec3.doc

solid waste that attracts vectors. Virtually all of the waste materials received at the RRF (for
transfer operations) are dry. In the event that waste disposal operations are implemented in
the future, then any containers utilized will be cleaned on an as needed basis.
3.1.2.3 Housekeeping
In accordance with 14 CCR, Section 17416.1, general housekeeping is conducted at the
facility to minimize the accumulation of materials (i.e., used parts, inoperable equipment,
tires, scrap and similar items). Housekeeping activities are conducted on a continual basis
by station personnel.
3.1.3 Solid Waste Removal (14 CCR, Section 17410.1 (a)(2))
In accordance with 14 CCR, Section 17410.1 (a)(2), residual solid waste at the RRF is
removed within 48 hours of receipt and disposed at the Forward Landfill. All residual wastes
are loaded into a 20-cy bins and transported to the Forward Landfill for disposal. The empty
and full drop boxes are stored on the west side of the RRF building. The drop boxes are away
from the RRF operations and storage areas and all landfill operations.
3.1.4 Non-Salvageable Items (14 CCR, Section 17408.4)
In accordance with 14 CCR, Section 17408.4, drugs, cosmetics, foods, beverages,
hazardous wastes, poisons, medical wastes, syringes, needles, pesticides and other
materials capable of causing public health or safety problems will not be received and/or
salvaged at the RRF unless approved by the LEA.
3.1.5 Scavenging and Salvaging (14 CCR, Section 17409.3 and 18221.6 (n))
Scavenging is prohibited at the RRF in accordance with 14 CCR, Section 17409.3(a) and the
SWFP. Commercial haulers of non-hazardous solid wastes may be directed to the RRF to
conduct the hazardous waste exclusion program. Currently, the largest volume of recyclable
material recovered is comingled curbside residential and green waste. However, the types and
quantities of materials recovered are dependent upon such factors as the composition of the
incoming commercial and industrial waste stream, the local economy, supply and demand for
these recovered materials by the secondary markets, and the price paid by the secondary
market buyer for a specific material. The RRF workers are trained to identify different
materials according to their secondary materials market.
3.1.5.1 Materials Processing
Current operations at the RRF include the transfer of mixed recyclables. The following is a
description of the current operational procedures.
