3-6

Forward Resource Recovery Facility SWT Engineering
Transfer/Processing Report - July 2014
z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\tpr 2014\text\sec3.doc

facility personnel, or if there is a risk of the fire spreading or an injury to facility personnel,
“911” will be called immediately for assistance from the Fire Department. The RRF has a
water storage tank for fire suppression as well. It should be noted that an additional water
truck is available at the landfill, if needed. Additional information regarding firefighting
operations is discussed in Section 3.3.6. Any incidents of smoldering or burning loads are
recorded in the Special Occurrence Log (see Section 3.4.3).
3.1.7 Hazardous, Liquid and Special Waste Exclusion (14 CCR, Section 17407.5 )
In accordance with 14 CCR, Section 17407.5(b), the operator implements control measures,
as necessary, to protect public health, safety, and the environment. The operator conducts
a hazardous waste exclusion program in the form of a load-checking program. The transfer
station is currently prohibited from accepting hazardous wastes, medical wastes, dead
animals, and cannery waste per the existing SWFP (with the exception of wastes specified in
the SWFP). It should be noted that cannery rinse water is used at the Compost Facility is
discussed in the 2014 RCSI (SWT). In the event that a hazardous or prohibited waste is
detected as part of the load checking program, as discussed in Section 3.1.8, it will be
either rejected or, if the hauler cannot be identified, the waste will be separated or cordoned
off until the appropriate authorities are contacted. If hazardous wastes are discovered after
the hauler has left the site, it is either 1) moved away from the working area, contained, and
marked with the waste and generator information (if known), 2) moved to the hazardous waste
storage locker (located at the southwest corner of the RRF – see Figure 8) for temporary (less
than 90 days) storage prior to proper offsite disposal or 3) if it is an unknown hazardous waste,
it will be left in place, cordoned off, and the area evacuated until proper authorities arrive
onsite. The storage locker is a special chemical storage building that is kept locked. Wastes
are removed from the locker before any waste has been stored for 90 days, or once the locker
reaches 90 percent of its capacity, which ever happens first. Containers of hazardous waste
are labeled with the customer's name and the date and time of delivery. In the event of a
spill, the LEA will be contacted within 24 hours. All unlawful incidents of disposal will be
noted in the operator’s Special Occurrence Log.
3.1.8 Load Checking (14 CCR, Section 17409.5)
In accordance with 14 CCR, Section 17409.5(a), the operator implement s a load-checking
program at the RRF. The load checking program is designed to detect unacceptable waste
at the RRF. The load checking program describes how waste loads are inspected for
hazardous wastes, designated wastes, and other unacceptable wastes that cannot be
accepted at the RRF. Site personnel are trained in the recognition, proper handling, and
disposition of prohibited waste. Detailed information pertaining to the load checking
program is contained in Appendix E.
