3-5 <br /> <br />Forward Resource Recovery Facility SWT Engineering <br /> Transfer/Processing Report - July 2014 <br />z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\tpr 2014\text\sec3.doc <br /> <br />Recyclables Operation <br />At this time, no recyclables sorting operations are performed at the RRF. However, if the <br />recyclables sorting operation is implemented again then wood, cardboard, plastic, paper and <br />newspaper, glass, and metals will be segregated from the waste stream. Mechanized sorting <br />may be done to process the recyclables. Currently, no sorting equipment is in-place within the <br />RRF building. When a full shipment of a specific material is ready, it will be loaded onto a large <br />transfer trailer for hauling to a permitted recycler. The remaining residual wastes will be <br />loaded into the MSW bins and transported to Forward Landfill for disposal. None of the <br />material transfer activities will interfere with other operations or the traffic flow. <br />Recyclable Materials Transfer Operations <br />At this time, the station area is only being used to transfer mixed recyclable material. During <br />recyclables transfer operations, no separation or sorting of recyclables is performed. The <br />route trucks hauling the mixed recyclables unload inside the RRF transfer building and then <br />the materials are loaded onto large transfer trucks for hauling to a permitted recycler. <br />3.1.5.2 Storage of Salvaged or Recycled Materials <br />Storage of salvaged or recycled materials is performed in accordance with 14 CCR, Section <br />17409.3(d). There is no long-term storage of recyclable materials at the RRF. During the <br />recyclables transfer operation, no materials will be stored onsite. The materials will be <br />loaded onto large transfer trucks and hauled generally the same day to a permitted recycler. <br />3.1.5.3 Materials Removal <br />During the recyclables transfer operation, materials will be loaded into large transfer trucks <br />and hauled away generally the same day to a permitted recycler. All residual waste is <br />unloaded into a drop box or transfer trailers and transported to Forward Landfill for disposal <br />within 48 hours of receipt in accordance with 14 CCR, Section 17410.1. <br />In no case are loose materials allowed to be stored on the tipping floor within the station for a <br />period of time exceeding 48 hours, which may result in the creation of a public health hazard, <br />nuisance, or fire hazard as required under 14 CCR, Section 17409.3(c). Residual wastes are <br />placed in one of five bins for delivery to the Forward Landfill within 48 hours. <br />3.1.6 Burning Wastes and Open Burning (14 CCR, Section 17407.1) <br />In accordance with 14 CCR, Section 17407.1(a), if burning wastes are inadvertently <br />received at the RRF, they are separated from other wastes by a loader to a safe area away <br />from the unloading, transfer, and processing areas where it can be spread and extinguished. <br />Open burning of solid waste at the RRF is prohibited in accordance with 14 CCR, Section <br />17407.1(b).
