Hazelton Avenue <br /> Stockton, CA 95201 <br /> REVIEW OF RESPONSE TO 6 JUNE 2018 NOTICE OF VIOLATION, FOOTHILL SANITARY <br /> LANDFILL, SAN JOA UIN COUNTY <br /> The Foothill Sanitary Landfill is owned by San Joaquin County and operated by Foothill Sanitary <br /> Landfill, Inc., (hereafter Discharger). The Foothill Sanitary Landfill is regulated by Waste <br /> Discharge Requirements (WDRs) Order R5-2015-0058. As required by the Notice of Violation <br /> (NOV) dated 6 June 2018, the Discharger was required to submit a Work Plan to install one <br /> groundwater monitoring well at the point of compliance (POC) of Module I, install a new <br /> background well to replace MW-4, and provide reasoning why four, intermediate soil gas probes <br /> have not been reconstructed. On 16 July 2019, the Discharger submitted the required work <br /> plan. <br /> DETECTION MONITORING SYSTEM <br /> The Revised Work Plan proposes to install the replacement background well MW-4A. Well <br /> MW-4A will be installed to an approximate depth of 320 feet below ground surface (bgs). <br /> The Revised Work Plan proposes to install the Point of Compliance (POC) well (MW-7) <br /> southeast of Module I. Well MW-7 will be installed to an approximate depth of 244 feet bgs. <br /> Both wells will be installed during the fourth quarter 2018. <br /> Once the drilling activities have been completed and the wells constructed, both will be <br /> developed, sampled, and top of casings surveyed. The first sample and analysis event will <br /> incorporate the full suite of Constituents of Concern from Table VI of the Monitoring and <br /> Reporting Program (MRP) R5-2015-0058. A well installation report will be prepared and <br /> submitted no later than 31 January 2019. <br /> CORRECTIVE ACTION SYSTEM <br /> The Revised Work Plan proposes to also install up to four landfill gas (LFG) extraction wells <br /> concurrently with the installation of the new LFG flare. The Revised Work Plan provides the <br /> requested schedule with possible start of construction by May 2019, and a possible completion <br /> date of the LFG flare by October 2019.
