b <br /> It3sj3ecElan Repot#Catnrk�tsrtitle t r M i i rtT�4 '� ��li tsi', ,i ii <br /> Pursuant to the Public Resources Code (PRC), Section 43220, staff of the California Department of Resources Recycling <br /> and Recovery(CalRecycle)conducted an 18-month inspection at the Foothill Landfill with the San Joaquin LEA on <br /> October 18, 2018. <br /> 1) CalRecycle staff and the LEA conducted the morning inspection. Also present Mr. Tony Gladney Operations <br /> Supervisor. The operation of the site appeared good at the time of the inspection. No violations or areas of concern noted <br /> during the inspection. <br /> 2) Required signage posted at the entry scale house area. <br /> 3)Active Face Area—Currently Cell Module-1. The operator uses tarps for daily cover, which were already pulled from <br /> the working face. The tarps are new and in good condition. Observed spotter wearing proper PPE directing incoming <br /> loads for both commercial and residential traffic. Backup alarms working on heavy equipment. <br /> 4)Winterization Deck—In place at Cell Module-1 running East to West. Rock will be used at the turning basin near the <br /> working face to prevent erosion, and provide good drainage. <br /> 5) Intermediate Cover—All grading in satisfactory condition. No daylighting observed. <br /> 6) Final Cover-Surfaces in good condition and covered with vegetative growth. No erosion or undulations observed. <br /> 7)Vectors-The operator utilizes a popper near the working face area to control birds. No birds observed. <br /> 8) Litter Control-All areas, including access roads, were free of on-site windblown litter. Observed no litter migrating off- <br /> site. <br /> 9) Dust Control-A water tank truck was observed spraying down access roads. <br /> 10) LFG Monitoring -CalRecycle staff and the LEA measured methane gas levels in two selected perimeter compliance <br /> monitoring probes (SG-119, SG-120), using the LEA's Landtec GEM-2000 instrument. The following readings in LEL, <br /> were recorded: Probe SG-119, Shallow-0.08, Intermediate-0.08, Deep-0.08, Probe SG-120, Shallow-0.07, <br /> Intermediate-0.08, Deep-0.07. <br /> 11)A Gas-to-Energy Plant-Owned and operated by Ameresco, is in full operation, which is controlling the LFG <br /> generated at the site.A second A Gas-to-Energy Plant is to be constructed in 2019. <br /> 12) Records Review On-site-The Log of Special Occurrences observed to be current. Load checks are also conducted <br /> in the operation. Log book observed to be current. Several load checks are conducted each day of operations. <br /> 13) Records Review-At the San Joaquin County, Dept. of Public Works Office in the City of Stockton. CalRecycle staff <br /> reviewed the tonnage and traffic volume records from January 2018 to August 2018, all receipts were within the <br /> permitted limits of 1500 tons per day, and 200 vehicles per day. Reviewed the results of the operator's 3rd Quarter 2018 <br /> LFG monitoring program for compliance probes and on-site structure monitoring. Methane(CH4) gas levels in the <br /> compliance probes and on-site structures recorded all under 5.0% CH4. Safety training records were emailed to <br /> CalRecycle by the LEA on 10/29/2018 for the months of June 2018 to October 2018. Safety training for the Foothill <br /> Landfill occurs two times each month. <br /> 14) Permit Review-The next LEA established five year permit review for the Foothill LF is due October 2020. <br /> CLOSURE AND POSTCLOSURE MAINTENANCE PLAN (CPCMP): Plans were approved technically adequate on <br /> November 17, 2017. NON-WATER CORRECTIVE ACTION COST ESTIMATE PLAN: Plans were technically adequate <br /> on June 27, 2017. <br /> 15) Exit Interview—Conducted with Mr. Tony Gladney Operations Supervisor.All conditions appeared satisfactory. No <br /> violations or areas of concern cited. <br /> CalRecycle Solid Waste Information System(SWIS) 2 of 2 <br />
