These slopes are <br />receiving daily cover and are track -walked regularly. The County will place straw waddles along the bare slopes to <br />minimize erosion. The photos show significant side of slope of Module 1 (east-southeast side) that is bare soil. These slopes have <br />not been properly prepared for precipitation events and are susceptible to erosion. Foothill WDRs require the <br />Discharger protect the WMUs from erosion and based on these photos, BMPs do not exist on the east-southeast side <br />slopes of Module 1. Staff has reviewed the facility inspection report submitted 15 October 2018. It focuses only on <br />Module I. This report is inadequate and does not meet the intent of the WDRs. As such, this email is intended to reach <br />out to the County as a courtesy to avoid an inspection resulting in a violation. <br />To remedy this situation, staff requests the County provide a brief letter with schedule by 18 December 2018 describing <br />how the bare soil side slopes and any other areas under construction requiring preparation for winter will be properly <br />prepared for the wet season and comply with the WDRs. Since we are in December and temperatures have cooled, the <br />County likely has missed the opportunity to utilize hydroseed to grow a vegetative cover. Nonetheless, the use of straw <br />
