No waste shall be placed below an elevation of 225 feet above mean sea <br /> level, USGS datum. <br /> The specific elevation is that which is considered to be above <br /> the maximum anticipated capillary fringe created by ground water, <br /> IDNITORING PROGRAM: <br /> Section 13267, Division 7, California Water Code, states, in <br /> part, that the Regional Board "may require that any person discharging <br /> or proposing to discharge waste. . .. ..shall furnish, under penalty of <br /> perjury, such technical or monitoring reports as the board may specify..". <br /> Customarily, this program is developed in consultation with board <br /> staff and the discharger, and may be amended from time-to-time to main- <br /> tain a maximum of effectiveness consistent with costs and efforts <br /> involved. <br />
