Adopted: <br /> WHEREAS, the Foothill Sanitary Land Fill, Inc. , operates a refuse dis- <br /> posal site on approximately 640 acres of land situated on the east side of <br /> Waverly Road approximately one mile south of Shelton Road; and <br /> WHEREAS, solid waste is discharged to land in Section 12, T2N, R9E, <br /> MDB&M, an area of water-bearing materials belonging to the Mehrten Formation; <br /> and <br /> WHEREAS, surface drainage in the area is intermittent in nature, with <br /> storm waters draining generally in a westerly direction to enter the delta <br /> via either Mormon Slough or Duck Creek; and <br /> WHEREAS, surface waters, when available,- may be used for stock- <br /> watering and irrigation; and <br /> WHEREAS, the beneficial uses of ground waters include: domestic, in- <br /> dustrial and agricultural supply; and <br /> WHEREAS, ground water in the area is at an elevation of approximately <br /> 100 feet above sea level, USGS datum; and <br /> WHEREAS, it is the intent of the California Regional Water Quality Con- <br /> trol Board, Central Valley Region, to regulate this waste discharge to <br /> protect the beneficial uses of the waters of the state and to prevent nui- <br /> sance; therefore be it <br /> RESOLVED, that the following requirements shall govern the treatment <br /> and/or discharge of wastes at this site by the Foothill Sanitary Land Fill, <br /> Inc. : <br /> 1. The discharge shall not cause a pollution of ground or <br /> surface waters. <br /> 2. Neither the treatment nor the discharge shall cause a <br /> nuisance. <br /> 3. The discharge shall be limited to Class II solid wastes. <br /> 4. The site shall be protected from any erosion which may <br /> be caused by a 100 year frequency flood. <br />
