The city questions who <br /> will provide maintenance and how will emergency access be provided. <br /> OTHER CONSIDERATIONS <br /> - Development on private roads has certain drawbacks. Since no single <br /> individual has responsibility when road conditions deteriorate over <br /> time, road maintenance tends to fall on the public. Special provision <br /> must be made for access for utility maintenance and emergency access. <br /> When access is physically barred--as by a locked gate--special pro- <br /> vision must be made to allow emergency vehicles to enter. This adds <br /> to their responsibilities and could cause a critical delay. <br /> - Further private roads do not supplement the remainder of the road <br /> system in carrying traffic flows. <br /> - Subdivision 5-78-8 was approved by the Board of Supervisors April 6, <br /> 1978 subject to the following conditions : <br /> 1. All improvements shall be in conformance with the requirements <br /> of the County of San Joaquin. <br /> 2 . Easements for utilities shall be as required by Pacific Gas and <br /> Electric Company, Pacific Telephone and Telegraph Company and all. <br /> other public utilities. The provisions of Article XIIA of <br /> Ordinance 892, as amended, shall apply. <br /> 3. Plans for all improvements shall be approved by the San Joaquin <br /> County Department of Public Works prior to consideration of the <br /> Final Map. <br /> 4. Drainage shall be as prescribed by Board of Supervisors ' Resolution <br /> R-76-4201. Drainage shall comply with standards and requirements <br /> of the Department of Public Works prior to consideration of the <br /> Final Map. <br /> 5 . Water system or methods shall conform to the requirements of the <br /> Local Health District, the Department of Public Works and the San <br /> Joaquin County Ordinance No. 1862 . <br /> 6. Sewage disposal system or methods shall conform to the requirements <br /> of the San Joaquin Local Health District and Ordinance No. 549. <br /> 7. The minimum net lot area shall be 65,000 square feet. <br /> 8. In lieu of conveyance of park land to the County, as prescribed in <br /> Section 18.01 of Ordinance 892 , as amended, the developer shall <br /> contribute fees of equivalent value as defined in said section. <br /> 9. A Preliminary Soil Report as prescribed in Section 5. 165 of <br /> Ordinance No. 892, as amended, shall be required. <br /> 10. Full street improvements in compliance with Ordinance No. 672 shall <br /> be provided within the subdivision. Valpico Road shall be improved <br /> as required by the Department of Public Works. <br /> 11. Tentative Map and the Final Map shall have shown thereon the loca- <br /> tion of the wells, drain ponds and leaching areas as required by <br /> Local Health District. <br /> 12 . Dedication of 5 ' widening of Valpico Road. <br />
