development of high numbers of units in Morada despite the <br /> low density will eventually necessitate urban services which <br /> will be more costly to provide than in an area with higher <br /> density. <br /> The following General Plan principles were adopted to govern <br /> rural residential development. <br /> Rural Residential Principles <br /> 1. Rural residential areas should be kept to a <br /> minimum in number and extent. <br /> 2. Rural residential areas will be established <br /> in areas designated as long-term agriculture <br /> where there are existing concentrations of small <br /> parcels, and should not be established within or <br /> on the fringe of designated urban growth areas. <br /> 3. Future rural residential development will take <br /> place only within the designated areas and outward <br /> expansion will be discouraged. This development <br /> should occur in a manner that will maintain the <br /> rural character of the area. <br /> 4. Homesites should be of a size sufficient to <br /> accommodate the desire for rural living and satisfy <br /> applicable health requirements while resulting in <br /> the consumption of as little agricultural land as <br /> possible. <br /> 5. New development will require the provision <br /> of adequate drainage. <br /> 6. In conformance with the intent of the sub- <br /> division ordinance, parcels in rural residential <br /> areas should have frontage on public roads, the <br /> flag lots should be discouraged, <br /> Discussion : <br /> 1. The subject property has already been designated <br /> for rural residential development by the General Plan <br /> Land Use/Circulation Element Map. <br /> 2. Morada is completely surrounded by land desig- <br /> nated for agricultural use until 1995. While it is <br /> only about one (1) mile from the Stockton urban area, <br /> there is a continuous agricultural buffer around the <br /> area. <br /> -10- <br />
