Only <br /> recreational biking can be expected for <br /> destinations outside Morada and regular <br /> bicycle use for central Stockton locations <br /> cannot be considered a viable alternative <br /> to the auto. <br /> According to Caltrans "Trip Ends Generation <br /> Figures" (Progress Report,July 1975, Caltrans) <br /> about 9.5 trips/day/residence can be expected. <br /> Typically, these trips would be to work, to <br /> shop, to school etc. Suburban households may <br /> not necessarily need to make more trips than <br /> inner-city residents, but the trips that are <br /> taken generally require longer travel distances. <br /> For the project this amounts to 693.5 trips <br /> per day. If each trip is an average of 5 <br /> miles, subdivision residents would drive an <br /> average of 3,467.5 miles per day. <br /> Table A.3.9 in Report No. ARB/EP-76001, Emissions <br /> and Air Quality Assessment, provides 1978 compo- <br /> site motor vehicle emission rates for Hydro- <br /> carbons (HC) , Carbon Monoxide (CO) and Oxides <br /> of Nitrogen (NOx) . By using the grams per <br /> mile generated by light duty passenger vehi- <br /> cles the pollutants distributed by the proposed <br /> households can be estimated as follows : <br /> Hydrocarbons - 14910, grams <br /> Carbon Monoxide - 90848.5 grams <br /> Oxides of Nitrogen - 9015.5 grams <br /> As per the EIR prepared for the General Plan <br /> revision, inasmuch- as residential development <br /> in rural areas increases driving miles, it like- <br /> wise increases air pollution. As the project <br /> site is 2.5 miles farther from the Central <br /> Business District than a north Stockton location, <br /> for every trip to this area made by subdivision <br /> residents, 10.75 grams more hydrocarbon would <br /> be generated. <br /> 5. Discharge of Sewage: <br /> The proposed project will result in discharge <br /> of septic tank effluent to soil as noted under <br /> "Project Description". Individual systems <br /> operating in impervious soils may cause problems, <br /> however, the large lot sizes and leachfield ex- <br /> pansion areas provide mitigation, as there will <br /> be ample area for expansion or replacement if <br /> failures occur. The 114 acre lot size also re- <br /> duces the concentration of effluent released. <br /> -13- <br />
