A more serious consequence of septic tank <br /> use is that if at some future time, sewer <br /> service became available, it would make it <br /> difficult to extend sewer service to the <br /> area. <br /> 6. Removal of Agricultural Land from Production: <br /> The construction of this subdivision will re- <br /> move 130.5 acres of productive farm land from <br /> production, Present use of row crops and a <br /> small orchard, would be replaced by housing. <br /> This process would occur as the subdivision <br /> is built and would probably take 4 to 5 years <br /> to occur. While housing is a necessity <br /> which must be provided for and while the valua- <br /> tion of the property will be increased, housing, <br /> unlike agriculture,does not create wealth. In <br /> this respect, the project will reduce long term <br /> productivity. The benefit received is not <br /> however only a short term use of man's environ- <br /> ment, as residential use can be expected to <br /> remain there indefinitely. <br /> The subject area is designated for "rural <br /> residential" development by the Land Use <br /> Circulation Element Map, so the conversion <br /> of this area from Agricultural to Residential <br /> use at some time conforms to County policy. <br /> Further, the project area is surrounded on <br /> all sides by property which is either developed <br /> or designated for Rural Residential. Hence, <br /> it is a logical infilling of the development <br /> in Morada. <br /> The impact of the severance of agricultural <br /> land is an Irreversible Environmental Change. <br /> It is highly improbable that property would <br /> ever be used for far ming after it has been <br /> split into 1� acre parcels and developed. <br /> 7. Drainage : <br /> The construction of improvements will increase <br /> stormwater runoff and alter local drainage <br /> patterns causing possible drainage problems. <br /> As a mitigation measure the applicant proposes <br /> to grade each lot and provide each lot with <br /> an individual drainage pond. These lots will <br /> be private and the sole responsibility of the <br /> property owner. Once the lots are sold, control <br /> of these drainage facilities would pass to the <br /> individual property owner. If the owners fail <br /> to maintain the ponds and ditches, drainage <br /> problems may result. The owners might also <br /> -14- <br />
