A public water system would provide fire <br /> hydrants for fire protection. This would <br /> increase the level of fire protection <br /> available and reduce fire insurance rates. <br /> If the groundwater table continues to <br /> decline and groundwater quality is reduced, <br /> it might become necessary to import surface <br /> water. In that case an existing water dis- <br /> tribution system would simplify construction <br /> of a new water supply. A public well would <br /> draw on more and deeper aquifers. This would <br /> provide some insurance against the falling <br /> water table. <br /> B. Growth Inducing Impact : <br /> The presence of 73 additional homesites in the Morada area <br /> will stimulate growth of the commercial area in Morada. <br /> The new residents will require more of the supporting commer- <br /> cial services. The impact of 73 additional families will be <br /> slight. <br /> C. Significant Environmental Effects which Cannot Be Avoided <br /> If the Proposal is Implemented: <br /> 1. Change of land use from agricultural to residential <br /> will be unavoidable. <br /> 2. Impacts caused by the increased need for public <br /> services cannot be avoided. These include the <br /> impacts on local schools and fire protection. <br /> D. Mitigation Measures Proposed to Minimize the Significant <br /> Effects of the Project: <br /> Mitigation Measures are listed after each impact. <br /> E. Alternatives to the Proposed Action : <br /> 1. No Project : Without the project, the property <br /> would be retained in agriculture. This would <br /> totally avoid the impacts caused by additional <br /> area residents : energy consumption, water <br /> consumption, sewage disposal, community services <br /> etc. <br /> There are drawbacks to this alternative. The <br /> property is designated for rural residential <br /> development and is surrounded by property <br /> developed or planned for development. <br /> -18- <br />
