Comments: <br />Upon arrival at the active face a spotter was directing traffic and wearing the appropriate personal protective equipment. No vectors were <br />observed at or around the active face. The back-up signals were working on the equipment in use. No daylighting or litter was observed. <br />There were no site security issues. No excessive dust was observed and the roads were adequately maintained. Bottled water is supplied <br />and the sanitary facilities proved adequate. Cell phones are used at the active face for communication purposes. A check of three gas - <br />monitoring wells indicated methane was well within permitted levels. A recent load of wood waste that caught on fire was recorded in the <br />log of daily occurrences. <br />A check of the tonnage and daily occurrence logs proved adequate. However, a check of the employee training records, gas -monitoring <br />results, and financial assurance records at the Public Works office proved difficult and time consuming. Since the LEA has to check <br />records monthly, it is recommended that the LEA review with Public Works staff and representatives of Foothill Sanitary Landfill Inc. the <br />requirements of Title 27 CCR §20510 and Title 27 CCR §20515. <br />Overall the landfill was in good operating condition. <br />2 Integrated Waste Management Specialist <br />
