26. JTD, p.9, section 2.2.1: This section does not include the pre -disposal topography of the site, the acreage of the disposal area (compared to total permitted acreage), fill sequencing order (will the modules be filled in numerical order?), excavation plans, or the vertical limits of the site (max depth and height) as required by T27CCR 21600(b)(1)(B). Because the County obtained this landfill in the 1960s as an operating landfill where refuse had been disposed, the County was not able to survey the land in pre -disposal condition; however, a figure has been included showing pre -disposal topography based on a USGS map (Appendix C, Plate 1). 27. JTD, p.9, section 2.2.2: This section does not include land use zoning for all properties within 1000 feet of the facility boundary as required by T27CCR 21600(b)(3)(E). Zoning surrounding the site is AG -160, now noted in Figure 3.1. 28. JTD, p.9, section 2.2.3: This section does not include the location of hazardous waste or hazardous materials storage areas (including storage for hazardous waste which is inadvertently accepted at the landfill) as required by T27CCR 21600(b)(3)(F). The landfill operator reports that the load check program reveals household hazardous waste when its disposal is attempted. Those who attempt to dispose of such materials are required to retain them as they leave the site. There has been no household hazardous waste kept at the site for this reason. Note that the new Foothill Operations Contract will include establishing such a location, whether or not any HHW materials are gathered. 29. JTD, p.9, section 2.3: This section does not include land use permits UP#3295 and UP#3451 (dated 6/3/65). Required by T27CCR 21600(b)(9) The land use permits are included in Appendix A. 30. JTD, p.10, section 2.4: This section does not include the following CEQA documents: the Notice of Determination (dated 4/28/95) and the Negative Declaration (95-OIND-75100) (dated 3/29/95). The volumetric capacity calculations were included in Appendix M. This section is revised to explicitly direct the reader to that appendix. 33. JTD, p.16, section 4.2: The volumetric capacity information is not specifically certified by a registered civil engineer or registered geologist as required by T27CCR 21600(b)(3)(B). This certification has been added. Please note that the entire JTD submittal is certified By Tim Crandall, PE. This certification includes the volumetric capacity information. 34.
