<br />development of site design by a Civil Engineer, development of the site was begun by
<br />private operators before Title 27 was enacted, and was not certified by a licensed Civil
<br />Engineer. However, subsequent development plans have been prepared by Mr. Gabriel
<br />Karam, PE, and Mr. Fred Cope, PE.

<br />and 1 were filled, as required by T27CCR 21600(b)(4)(C).
