JTD, p.57, section 8.3: This section does not include information regarding the corrective action funding and <br />the current corrective action cost estimate. Pursuant to T27CCR 22221. <br />I believe this information can be found in Appendix L. <br />46. JTD, Appendix I, p.3, section 2.2: T27CCR 21790(b)(7) requires "... an estimate of closure date based on <br />volumetric calculations, including supporting documentation." This section does not include volumetric <br />calculations which show how the cubic yards of airspace and waste capacity are determined. The section does <br />not address the effects of landfill settlement on the volumetric calculations. <br />The results of the volumetric calculations were shown in Appendix M; however, <br />explanatory text has been added to this section. The volumetric capacity of the landfill <br />is calculated by the volume between two surfaces: the top of the operations layer over <br />the LCRS and the underside of the closure cap. Settlement does not affect these <br />calculations, but rather would increase the effective density of previously placed waste, <br />and prolong the site life. However, this potential increase in site life is small in <br />comparison to the uncertainty of the disposal rate, assumed to increase constantly at <br />3% per year until closure, so we did not adjust the assumed density of refuse to <br />anticipate settlement. <br />47. JTD, Appendix I, p.4, section 2.3.1: This section does not describe the disposal of leachate control system <br />materials, gas control system materials or structures. Pursuant to T27CCR 21790(b)(8)(A) and T27CCR <br />21137(b). <br />A brief description of possible disposal of potential leachate and LFG control equipment, <br />which may exist at the site at the time of closure, has been added. We note that <br />Sections 21790 relate to the Preliminary Closure Plan, the purpose of which is to ensure <br />that sufficient funds are set aside for closure. In contrast, Section 21137 relates to Final <br />Closure, requiring the details which would be developed a few years before closure, but <br />which can not be known at this time. <br />48. JTD, Appendix I, p.4, section 2.3.2: This section does not address the site security requirements in T27CCR <br />21790(b)(8)(A) and T27CCR 21135(a -g). <br />A brief description of these features, as they may exist at closure, has been added. <br />Also see Item 47. <br />49. This is appropriate for the 6% landfill closure slope.
