JTD, p.57, section 8.3: This section does not include information regarding the corrective action funding and the current corrective action cost estimate. Pursuant to T27CCR 22221. I believe this information can be found in Appendix L. 46. JTD, Appendix I, p.3, section 2.2: T27CCR 21790(b)(7) requires "... an estimate of closure date based on volumetric calculations, including supporting documentation." This section does not include volumetric calculations which show how the cubic yards of airspace and waste capacity are determined. The section does not address the effects of landfill settlement on the volumetric calculations. The results of the volumetric calculations were shown in Appendix M; however, explanatory text has been added to this section. The volumetric capacity of the landfill is calculated by the volume between two surfaces: the top of the operations layer over the LCRS and the underside of the closure cap. Settlement does not affect these calculations, but rather would increase the effective density of previously placed waste, and prolong the site life. However, this potential increase in site life is small in comparison to the uncertainty of the disposal rate, assumed to increase constantly at 3% per year until closure, so we did not adjust the assumed density of refuse to anticipate settlement. 47. JTD, Appendix I, p.4, section 2.3.1: This section does not describe the disposal of leachate control system materials, gas control system materials or structures. Pursuant to T27CCR 21790(b)(8)(A) and T27CCR 21137(b). A brief description of possible disposal of potential leachate and LFG control equipment, which may exist at the site at the time of closure, has been added. We note that Sections 21790 relate to the Preliminary Closure Plan, the purpose of which is to ensure that sufficient funds are set aside for closure. In contrast, Section 21137 relates to Final Closure, requiring the details which would be developed a few years before closure, but which can not be known at this time. 48. JTD, Appendix I, p.4, section 2.3.2: This section does not address the site security requirements in T27CCR 21790(b)(8)(A) and T27CCR 21135(a -g). A brief description of these features, as they may exist at closure, has been added. Also see Item 47. 49. JTD, Appendix I, p.4, section 2.3.3: This section does not include the volume of soil needed for the final cover, the types of onsite soils to be used as final cover or the test results confirming the suitability of onsite materials to be used for the low permeability layer. The closure cost estimate is based on an evapo-transpirative cover, which does not include a barrier layer. 50. JTD, Appendix I, p.4, section 2.3.3: This section does not include a description of the fifteen foot wide benches required for every fifty feet of vertical height. Pursuant to T27CCR 21790(b)(8)(B), T27CCR 21140(b) and T27CCR 21090(a). The berms on the landfill surface serve to interrupt the flow of water every 50 -foot elevation change. This is appropriate for the 6% landfill closure slope. More berms have been added where needed (Appendix I, Drawing 2).
