R.E.H.S. <br />SUBJECT: Application for Five -Year Permit Review and Submittal of the revised Joint <br />Technical Document for Foothill Sanitary Landfill (SWIS# 39 -AA -0004) <br />The San Joaquin County Environmental Health Department (EHD) received the revised Joint <br />Technical Document (JTD) and the revised five-year permit review application for the Foothill <br />Sanitary Landfill (FSL) on October 18, 2005. Upon review of the JTD and the review <br />application (CIWMB E-1-77), the EHD has made the following comments and findings listed <br />below: <br />1. Application for Permit Review, Part 9: Include the operator signature, printed name, <br />title, and date. <br />2. JTD, index, p.4: The titles for CIWMB section Title 27 California Code of Regulations <br />(T27CCR) 21600(b)(4)(A) and T27CCR 21600(b)(4)(B) should be "General Design <br />Parameters" and "Design Responsibility", respectively. The index has these titles in <br />reverse order. <br />3. JTD, p.9, section 2.2.3: This section does not include the location of hazardous waste or <br />hazardous materials storage areas (including storage for hazardous waste which is <br />inadvertently accepted at the landfill) as required by T27CCR 21600(b)(3)(F). Appendix <br />K, "Hazardous Waste Exclusion Program for the Foothill Sanitary Landfill," describes a <br />chemical storage locker kept onsite for storage of hazardous waste. In addition, section <br />7.5 of the JTD describes preventive maintenance performed at the landfill on heavy <br />equipment. Preventive maintenance requires use of hazardous materials that are stored at <br />the landfill. <br />4. JTD, Appendix I, Appendix A, Site Development Plan: Appendix A does not show the <br />fifteen foot wide benches required for every fifty feet of vertical height. Section 2.3.3 <br />states that "Fifteen foot wide benches will be incorporated into the sideslopes every fifty <br />feet rise in elevation." However, the Site Development Plan does not illustrate this <br />feature. Pursuant to T27CCR 21790(b)(8)(B), T27CCR 21140(b) and T27CCR <br />21090(a). <br />Page 1 of 2 <br />
