Permit Application for Authority to Construct <br />Landfill Gas Collection System and Flare Station <br />At the Foothill Sanitary Landfill <br />San Joaquin Valley Air Pollution Control District <br />Facility ID N-4070 <br />March 10, 2005 <br />The following items refer to the Supplemental Information Required With Each Application, as <br />identified in the Instructions for Application for Authority to Construct and Permit to Operate <br />(PTO). <br />Referenced figures can be found in the "Landfill Gas Collection System Design Plan", submitted <br />concurrently with this application. <br />Attached please find: <br />Supplemental Application Form — Flare <br />Equipment Location Drawing or Plot Plan <br />Equipment Description <br />The landfill gas (LFG) collection system will be designed to collect and treat 2000 cfm LFG, <br />which is approximately twice the estimated LFG production at the site at the time of installation. <br />Initial construction will include vertical LFG wells installed in the Module "I" area of the landfill <br />(Figures 1 and 3). Vertical LFG wells will be drilled on 600 ft centers to nominally 10 feet above <br />the bottom of the landfill or 100 feet, whichever is shallower. Each well will be provided with <br />provision for adjusting the rate of collection of LFG, and monitoring the quality and temperature <br />of the collected LFG in accordance with 40 CFR Part 60 (Figure 4). <br />Horizontal wells will be installed in Module 1 refuse as that fill progresses. These wells will have <br />adjustment features similar to that of the vertical wells (Figure S). <br />LFG will be collected from the wells via a pipe system (Figure 3). In general, these pipes will be <br />located above ground and off refuse to the extent possible. <br />From the gas collection headers, the LFG will flow to a flare station that will include two <br />centrifugal blowers, an automatic shut-off valve, a candlestick (open) flare, and controls <br />(Figure 6). <br />Foothill Sanitary Landfill 1 Public Works/Solid Waste <br />Supplemental Information for ATC Application County of San Joaquin - March 10, 2005 <br />
