Description of Operation <br />The LFG collection system will operate near -continuously in accordance with the applicable <br />regulations and the operating permit. LFG wells will be adjusted as needed to maintain <br />compliance with the applicable sections of 40 CFR. <br />LFG will be combusted in a candlestick ("open") flare, constructed and operated in accordance <br />with 40 CFR §60.18. The flare will be operated within the design range of that regulation, <br />destroying at least 98% of the NMOCs contained in the LFG per 40 CFR §60.752(b)(2)(iii)(B)(2) <br />of the NSPS. <br />The flare stack temperature will be monitored continuously using thermocouples to verify that the <br />LFG is being burned. The blowers will automatically shut -down as soon as loss of flame is <br />confirmed. An automatic shut-off valve will close the LFG pipe attached to the flare as soon as <br />flare shut -down is confirmed (Figure 6). <br />The LFG flow rate will be monitored continuously using a gas flow meter installed within the <br />LFG piping leading to the flare. <br />2. Expected Emission of Air Contaminants <br />Unlike industrial processes in which all material flows are controlled by the system designers, the <br />LFG system will collect LFG based on the production of this gas by the bacterial processes in the <br />refuse fill, which is not controlled by the operation of the LFG system. Therefore, the actual <br />quantity of LFG collected by the system will not be known until operation starts. However, we <br />estimate that approximately 7 lb NMOL will be emitted each day when the system is installed in <br />2006. This estimate is based on: <br />963.75 ppmv (as hexane) NMOCs in LFG, based on a Tier 2 test in October 2003 <br />Maximum anticipated LFG flow rate of 1,200 cfm (Figure 2) <br />98% destruction of NMOCs <br />The production of LFG will increase gradually due to the continuing placement of refuse in the <br />landfill. <br />3. Operating Schedule <br />The LFG collection system and flare station will be designed to operate 24 hrs per day, 7 days per <br />week, 52 weeks per year, except for short periods for maintenance. The LFG system will cease to <br />collect LFG if electrical service fails. <br />4.
