R5-2004-0706,SAN JOAQUIN COUNTY <br /> On 28 September 2005, staff submitted comments regarding the following technical reports: (1) <br /> Construction Specifications and Construction Quality Assurance/Quality Construction Plan for the Site <br /> Improvement Project and(2) Construction Quality Assurance/Quality Construction Plan for the <br /> Evapotranspiration Final Cover Test Section. These reports were submitted in compliance with Cleanup <br /> and Abatement Order (CAO)No. R5-2004-0706. On 1 December 2005, staff received a revised ET <br /> Cover Design report. It shall be noted that the revised design report does not address all of the <br /> comments outlined in staff's 28 September 2005 letter. <br /> Our comments are as follows: <br /> 1. To provide a better demonstration of the ET cover,the test pad location should be moved to the <br /> landfill and be constructed as part of the County's proposed final cover for the top deck of Unit I. <br /> Please note that ET cover placement on the top deck has not been approved by the Board as the <br /> final cover. The County,partly with this demonstration project, has to show that theproposed <br /> final cover will meet or exceed the Title 27 performance standards and the requirements of an <br /> engineered alternative. <br /> 2. ET cover test pad data shall be submitted annually by 1 June of each year until final approval is <br /> granted and the ET test pad is decommissioned. <br /> 3. Due to design changes, the County has requested timeline extensions to Item Nos.. 7, 8 and 9 in <br /> CAO Order No. R5-2004-0706. The requested'extensions are about 30 days from the original <br /> date. Since"the-extensions are not significant, and in lieu of revising the entire CAO, staff will <br /> not proposed enforcement action(s) for late reports up to the proposed extended dates. These <br /> dates are as follows: Item No. 7-22 June 2006, Item No. 8— 1 December 2006 and <br /> Item No. 9— 15 January 2006 (or six weeks after completion of Item No. 8.)
