SAN JOAQUIN VALLEY <br />AIR POLLUTION CONTROL DISTRICT <br />PERMIT UNIT N -4070 - <br />EQUIPMENT DESCRIPTION: <br />MUNICIPAL SOLID WASTE LANDFILL WITH A LANDFILL GAS COLLECTION SYSTEM, WITH <br />COLLECTED LFG TREATED BY 2,000 CFM OPEN FLARE <br />40 CFR 60.752(b)(i)(B) allows the inclusion of alternatives to operational standards, monitoring, and <br />reporting. The Requirements proposed here include some such alternatives. Where a proposed <br />Requirement incorporates an alternative or clarification, a rational for this alternate is included in smaller <br />text, such as this. <br />1. All equipment shall be maintained in good operating condition and shall be operated in a <br />manner to minimize emissions of air contaminants into the atmosphere. [District NSR <br />Rule] Federally Enforceable Through Title V Permit. <br />2. All equipment shall be maintained and operated according to the specifications and plans <br />contained in the permit application. [District NSR Rule] Federally Enforceable Through <br />Title V Permit. <br />3. The District shall be notified of any breakdown conditions in accordance with Rule 1100 <br />(Equipment Breakdown — amended 12/17/92). [District Rule 1100] Federally Enforceable <br />Through Title V Permit. Lack of operation due to loss of electrical service is not <br />considered a breakdown. <br />4. Permittee shall notify the APCO by telephone or e-mail at least 24 hours before <br />performing any maintenance work that requires the system to be shutdown. The <br />notification shall include a description of work, the date work will be performed and the <br />amount of time needed to complete the maintenance work.
