Wilson, R.E.H.S. <br />Margaret Lagorio, R.E.H.S. <br />Robert McClellon, R.E.H.S. <br />Mark Barcellos, R.E.H.S. <br />Subject: Application for Authority to Construct a LFG System at The Foothill <br />Sanitary Landfill <br />After reviewing your application for authority to construct a LFG system at the Foothill <br />Sanitary Landfill and supplementary information that was submitted to the San Joaquin <br />Valley Unified Air Pollution District, the San Joaquin County Environmental Health <br />Department (EHD) has the following concerns: <br />1. Under Section 2.1 Landfill Description, you mentioned "...This facility is <br />regulated by the Central Valley Regional Water Quality Control Board <br />(RWQCB)....."• <br />Please be informed that California Integrated Waste Management Board and <br />EHD, as a Local Enforcement Agency (LEA) also regulate this facility in <br />accordance with Public Resources Codes, Division 2 of Title 27 and Division 7 of <br />Title 14 of California Code of Regulations. <br />2. Under Section 3.2.6 Condensate Water Handling, you mentioned the combined <br />fluid, condensate and leachate, would be delivered to the refuse of a lined module. <br />Condensate generated from gas control system shall not be recirculated into the <br />landfill unless analysis of the condensate demonstrates to the satisfaction of the <br />EA... and the RWQCB approve such discharge pursuant. to Section 20200(d), <br />Section 20937(b)(4) of Title 27 of California Code of Regulations (T27CCR). <br />3. The installation of the LFG system shall be in a manner approved by the EA in <br />coordination, if applicable, with the RWQCB, T27CCR 20937(a)(5). <br />4. Maintenance program in accordance with T22CCR 20937(f) shall be provided <br />and implemented. <br />
