EFFECTS DETERMINED TO BE SIGNIFICANT OR POSSIBLY SIGNIFICANT: <br />EXISTING SETTING. IMPACTS, AND MITIGATION MEASURES <br />.1 LAND USE AND PLANNING <br />EXISTING SETTING <br />The study area, including the project area, is located in unincorporated San <br />Joaquin County, south and east of the current city limits of the City of <br />Tracy. It is within Tracy's Sphere of Influence. <br />Land Uses. In general, the 410 acre study area consists of agricultural uses <br />and homesites. More specifically, the 26.06 acre project site, known as the <br />Traina Brothers parcel, is composed of three contiguous parcels, two of which <br />are one acre residential lots which are currently developed. The third parcel <br />consists of 24.06 acres and is currently an apricot orchard. The remaining <br />384 acres of the 410 acre study area consist of approximately 64 existing <br />single family residences, another two residences under construction, and <br />apricot, walnut, and cherry orchards. Other uses in the study area are small <br />office buildings and a market/restaurant at the corner of Chrisman and Linne <br />Roads and a welding shop on Chrisman Road near the railroad crossing. Also <br />traversing the study area are the right of ways for the Western Pacific <br />Railroad and Banta-Carbona Irrigation Canal. Figure 3.1-1 shows the existing <br />land uses for the study area and adjacent areas. Uses in the vicinity of the <br />study area include agriculture, single family residences (most of which are in <br />the Valpico Rural Residential area), the Tracy Defense Depot, and a gravel <br />quarry. <br />Applicable Plans and Policies <br />SAN JOAQUIN COUNTY GENERAL PLAN. The basis for the San Joaquin County General <br />Plan is the concept of an urban -rural structure which provides the basic <br />framework for guiding growth within the County. Development policies of the <br />Land Use/Circulation Element are based on this structure. The urban portion <br />of this structure consists of three levels of Urban Centers: Regional, <br />Subregional and Intermediate. The rural portion consists of Rural Centers and <br />outlying Agricultural Areas, interspersed with occasional Rural Residential <br />Areas. <br />Agricultural areas include those lands which are capable of supporting a wide <br />variety of crop or livestock production and which are expected to be <br />maintained in agricultural use during the planning period. Also included are <br />marginal lands which are not suitable for urban -type development for various <br />reasons and hence are best maintained in agriculture or conserved for other <br />uses. <br />Rural Residential Areas are concentrations of homesites on small acreages in <br />Rural Agricultural Areas. The typical area has developed over a period of <br />many years to the extent that use of individual parcels for agricultural <br />purposes is limited to family food production or the pursuit of agricultural <br />hobbies. These areas provide an alternate living environment for those people <br />who desire a rural country setting. <br />3.1-1 <br />
