6. RELATIONSHIP BETWEEN LOCAL SHORT TERM USES OF MAN'S ENVIRONMENT AND <br />THE MAINTENANCE AND EHANCEMENT OF LONG TERM PRODUCTIVITY <br />The relationship between local short term uses of man's environment and the <br />maintenance and enhancement of long term productivity is often one of <br />tradeoffs or balancing social, economic, and environmental impacts over time. <br />In some cases, a relatively short term benefit may have adverse cumulative <br />effects, with the possibility that future generations and the future economy <br />may be burdened with unwarranted social and environmental costs. The opposite <br />situation, in which long term benefits occur at the expense of short term <br />dislocations, also is possible. Decisions that influence the balancing of <br />such impacts for this project are the responsibility of San Joaquin County as <br />part of its policy making and regulatory function. <br />The proposed project's short term adverse impacts would result from <br />residential construction allowable after the proposed General Plan Amendment. <br />However, long term adverse impacts would include (1) loss of prime <br />agricultural lands (which would involve a reduction of the total overall <br />capability for agricultural production in San Joaquin County and could have an <br />adverse impact on agricultural support services in the region); and (2) <br />inefficient use of public resources to serve low density development away from <br />urbanized areas. <br />6-1 <br />
