6. RELATIONSHIP BETWEEN LOCAL SHORT TERM USES OF MAN'S ENVIRONMENT AND
THE MAINTENANCE AND EHANCEMENT OF LONG TERM PRODUCTIVITY
The relationship between local short term uses of man's environment and the
maintenance and enhancement of long term productivity is often one of
tradeoffs or balancing social, economic, and environmental impacts over time.
In some cases, a relatively short term benefit may have adverse cumulative
effects, with the possibility that future generations and the future economy
may be burdened with unwarranted social and environmental costs. The opposite
situation, in which long term benefits occur at the expense of short term
dislocations, also is possible. Decisions that influence the balancing of
such impacts for this project are the responsibility of San Joaquin County as
part of its policy making and regulatory function.
The proposed project's short term adverse impacts would result from
residential construction allowable after the proposed General Plan Amendment.
However, long term adverse impacts would include (1) loss of prime
agricultural lands (which would involve a reduction of the total overall
capability for agricultural production in San Joaquin County and could have an
adverse impact on agricultural support services in the region); and (2)
inefficient use of public resources to serve low density development away from
urbanized areas.
6-1
