SIGNIFICANT ENVIRONMENTAL EFFECTS WHICH CANNOT BE AVOIDED IF THE <br />PROJECT IS IMPLEMENTED <br />Section 3 of this EIR identifies the environmental effects of the proposed <br />project. Table 2-1 summarizes these impacts and clarifies the significance of <br />each impact with and without implementation of the recommended mitigation <br />measures. In many cases, the recommended mitigation measures can be <br />incorporated into a specific development project to minimize impacts to <br />insignificant levels. <br />The following project related impacts may not be reduced to insignificant <br />levels after mitigation: <br />- Development of the proposed project and buildout of the study area would <br />encourage the development of single family residences in prime <br />agricultural land. This incremental loss of agricultural land and other <br />incremental losses could be considered a significant cumulative impact <br />at the local, regional, state, and national level. <br />- The proposed project and potential buildout of the study area would <br />increase the frequency and magnitude of adverse land use compatibility <br />impacts with adjacent agricultural activities. <br />- Development in the study area would not be consistent with San Joaquin <br />County and the City of Tracy's intent to encourage development in other <br />locations in the County, specifically adjacent to urban areas. <br />- Development of the proposed project would increase inducements to <br />develop other agricultural and open space lands. <br />5-1 <br />
