CHAPTER 3. INTERIM PROTECTED AGRICULTURAL ZONE (I -PA) <br />SECTION 9-4200. INTENT. The PA -1 (Protected Agric4ltural <br />District), subsequently retitled the I -PA (Interim Protected <br />Agricultural) zone, was established to regulate land use on the <br />fringes of the rapidly urbanizing areas of the County. The PA -1 <br />district and the I -PA zone permitted a wide variety of permitted <br />and conditional uses to provide flexibility while regulating land <br />uses in areas so zoned until such time as a comprehensive, long- <br />term general plan for the physical development of the County <br />could be adopted and precise zoning established to implement the <br />proposals of the General Plan. Since adoption of the General <br />Plan, a substantial majority of the County has been precisely <br />zoned in conformance with the General Plan, with the majority of <br />those areas still zoned I -PA shown on the General Plan for future <br />urban uses. <br />State legislation requiring that zoning be consistent with the <br />General Plan makes it mandatory the I -PA zone be replaced with <br />precise zones; however, the I -PA zone is being retained in the <br />zoning ordinance until such time as it is feasible to complete <br />the lengthy processes to rezone I -PA areas to precise zones con- <br />sistent with the General Plan. In order to minimize conflict <br />between existing and future land uses, the I -PA zone is amended <br />to reduce the number of permitted and conditional uses which are <br />not consistent with the intent of the General Plan, and to <br />require specific conformance with the General Plan in the appro- <br />val of use permits for commercial or industrial uses. <br />It is the policy of the County that the I -PA zone is an agri- <br />cultural or rural residential zone and is intended to be an <br />interim zone which will be replaced with precise zoning as soon <br />as it is feasible. Further, it is the policy of the County that <br />the I -PA zone will be administered at all time to implement the <br />proposals and policies of the General Plan. <br />Source: Ordinance No. 2033. <br />SECTION 9-4201. PERMITTED USES. No building, structure, or <br />land shall be used for other than one or more of the following <br />uses unless otherwise provided in this title: <br />(a) Single-family dwellings, guesthouses, foster homes; <br />(b) Field crops, tree crops, row crops, berry or bush crops; <br />(c) The raising and grazing of horses, cattle, sheep or <br />goats, including supplemental feeding; provided, that <br />such raising or grazing is not a part of, nor conducted <br />in conjunction with, any livestock feed yard, sales yard, <br />4.19 <br />13.2-9 <br />(Rev. 9/84) <br />
