DIVISION 5. RESIDENTIAL ZONES <br />CHAPTER 1. RURAL RESIDENTIAL ZONES (RR) <br />SECTION 9-5000. INTENT. Rural residential (RR) zones are <br />intended to implement rural residential designations on the <br />General Plan by establishing zoning districts which provide large <br />lot rural homesites, a size sufficient to accommodate the desire <br />for rural living and satisfy applicable health requirements while <br />resulting in the consumption of as little agricultural land as <br />possible. Rural residential zones are intended to provide home - <br />sites of sufficient area for each lot in the zone to provide <br />individual water supply, sewage disposal and storm water <br />drainage, thereby precluding the necessity for public water, <br />sewer or drainage systems. Because of the reliance upon indivi- <br />dual systems, no rural residential zone shall be established <br />within or on the fringe of urban growth areas as designated by <br />the General Plan in order to minimize the likelihood that rural <br />residential areas will be encroached upon by urban development. <br />In keeping with the policies of the General Plan and the intent <br />of the ordinance codified in Divisions 3 through 8 of this Title <br />to protect agriculture, rural residential areas will be applied <br />primarily in areas which have already been divided into parcels so <br />small they are no longer capable of significant commercial agri- <br />cultural production, and due to physical conditions such as <br />drainage, water supply, soil capabilities, topography, size, <br />shape or location, and the availability and adequacy of public <br />facilities such as roads, schools, police and fire protection, <br />are found to be suitable for residential use and would not be <br />unduly detrimental to the agricultural productivity of San <br />Joaquin County. <br />Source: Ordinance No. 2335, 2450. <br />SECTION 9-5001.
