APPENDIX 13.3 AGRICULTURAL ECONOMICS IMPACT ANALYSIS REPORT <br />AGRICULTURAL ECONOMICS IMPACT ANALYSIS REPORT: <br />A Report to Support the Environmental Impact Report <br />for the <br />General Plan Amendment south of Tracy, San Joaquin County, <br />in the vicinity of the Valpico Rural Residential Area <br />Introduction <br />This report is in response to a request for information about the impact <br />of a proposed general plan amendment which would permit the <br />development of 26 acres of agricultural land in Section 3, Township 3 <br />South, Range 5 East, Mount Diablo Baseline and Meridian, into 14 rural <br />residential lots under rural residential area designation. The proposed <br />amendment area is identified as the Traina Bros. property on the attached <br />map (GP -86-1). <br />The section (Sec. 3, T3S R5E) is bounded by the following hard surfaced <br />county roads Valpico Road to the north, Chrisman Road to the east, Linne <br />Road to the south, and Mac Arthur Road to the west. There are two <br />existing rural residential areas in the section: Valpico Rural Residential <br />Area in the northwest portion (bounded to the east and south by Fair Oaks <br />Road), and a portion of the Palmquist Rural Residential Area in the <br />southwest corner, which appears to be an extension of the "Pereira Tract" <br />located immediately to the west in the southeast corner of Section 4 <br />The P.eouest for Proposal (San Joaquin County, Department of Planning and <br />Building Inspection, Sept. 22, 1986) identifies the proposed development <br />as one whim would permit the development of the Traina Bros parcel, a <br />tract of land 26 acres in size It also calls for consideration of the <br />ultimate conversion to rural residential of all remaining agricultural land <br />within the section. Remaining agricultural lands in the section lie to the <br />east and south of Fair Oaks Road. This larger area is identical with the <br />"Proposed Amendment Area" of approximately 410 acres identified in an <br />earlier, March 1978, Draft Environmental Impact Report for Valpico Rural <br />Residential Expansion (San Joaquin County Planning Department). The two <br />areas will be referred to in this report as the •'Traina Bros. parcel, or <br />subject property" and the larger "Study Area", respectively. <br />
