4.1
Mr. Costa went on to say that he plans to develop his 9 acres of land
and did not want contaminated water on his property.
Chairman Jungeblut said that is why there should be a master plan for
the area.
Mr. Costa said he felt that requirement of two acre parcels was not
practical.
Comm. Gillispie noted that only two projects came in prior to the May
28 , 1987 cut-off date that would allow development on individual wells
and septic tanks. Everything else would automatically have to abide
by the new development requiremen,ts. (public water and drainage ) .
Chairman Jungeblut asked about a new "estate-type" zoning. Mr.
Davisson said that Sedway Cooke and Associates will evaluate that
possibility. Chairman Jungeblut went on to say that it would be more-
feasible to develop smaller lots with such a zone.
OPPONENTS: None
PUBLIC HEARING CLOSED
Comm. Carter said that the E. I.R. was lacking in information regarding
trichloroethylene (TCE ) found near the Tracy Defense Depot, located
less than one quarter mile away from the project site.
In answer to a question, Mr. Miller said that the TCE has not gone off
the Defense Depot property as of this time.
Comm. Carter said that sooner or later the area must gO into community
water , but the consideration is for smaller projects, only requiring
individual wells.
Chairman Jungeblut said he would not like to see the area break down
into two acre parcels in order to meet the requirement for individual
wells .
Comm. Gillispie said that this is the beginning development of 200
homes on 400 acres and he was of the view that there should be public
water. This subject project is part of the larger project. He said
that as far as drainage is concerned, the percolation could be the
createst, but once the area is developed, the ponds can be filled in
or not properly maintained. Comm. Gillispie said he would also like
to see smaller parcels for this area; that forcing people to co - an
extra one-half acre is a step in the wrong direction. He said he
thought that was a waste o: land.
MOTION: Moved, seconded (Gillisaie-Rojas ) and carried by a unanimous
roll call vote (Comms.
