"The proposed zone district will not have a substantial , <br /> adverse effect on surrounding properties . " <br /> This statement is found to be true . Rural Res-ident.ial <br /> development of the site would be compatible with adjacent <br /> homesite parcels and with existing and planned uses In the <br /> Valpico area. ' <br /> FINDINGS FOR MAJOR SUBDIVISION ACTION <br /> 1 . "The proposed map is consistent with applicable General and <br /> Specific Plans as specified in Government Code Section 65451 . " <br /> The staff can make this finding because the proposed map is <br /> consistent with the applicable General Plan Rural <br /> Residential land use designation and policies and Planning <br /> Title provisions. No Specific Plan has been adopted for <br /> the project site . <br /> 2 . "The desivn or improvement of the proposed subdivision is <br /> consistent with applicable General and Specific Plans . " <br /> The staff can make this finding because the design and <br /> improvement of the proposed subdivision will conform th <br /> General Plan policies and Planning Title requirements. <br /> 3 . "The site is physically suitable for the type of development. " <br /> The staff can make this finding because the site is rela- <br /> tively flat and not subject to physical development <br /> constraints or natural hazard. <br /> 4 . "The site is physically suitable for the proposed density of <br /> development. " <br /> The staff can make this finding because the tentative sub- <br /> division map demonstrates that the sate can accommodate 13 <br /> —=_ al residential lots . <br /> 5. "The design of the subdivision or the proposed improvements <br /> a-re not likely to cause substantial envircnmental damage or <br /> substantially and avoidably injure fish or wildlife or their <br /> habitat .
