Delta College <br /> - Banta-Carbona Irrigation District <br /> - City of Tracy Planning - "Recommendation : " Denial. Due to the signi- <br /> ficant problems associated with on and off circulation, the project <br /> should be denied until they are addressed and resolved. The resolution <br /> of the traffic may effect the tentative map submittal. Basis for <br /> Recommendation : City may consider support if traffic problems resolved, <br /> however would want to review and comment on revised map. <br /> Although the proposed project conforms to the land use element of the <br /> City of Tracy General Plan, there are serious concerns which must be <br /> addressed and resolved prior to the project proceeding, specifically, <br /> the circulation--both onsite and offsite. <br /> Business Loop I-205 is a very high speed truck traffic corridor for <br /> Tracy. As a result, turning maneuvers into and out of the project <br /> has the potential to create a dangerous intersection. Crossing traffic <br /> on Business Loop I-205 has historically been a traffic problem <br /> evidenced by the signals and advanced, flashing warning signs at <br /> Kasson and Business Loop I-205. And, more recently, the concerns over <br /> the hazardous intersection at Grantline and Business Loop I-205 where <br /> Grantline has only stop signs. (See attached press editorial in file) . <br /> Therefore, a qualified traffic engineer should evaluate the situation <br /> and provide measures to insure safe crossing maneuvers. Such measures <br /> could include signals and turn lanes, acceleration and deceleration <br /> lanes. <br /> Similarily, onsite circulation should be reevaluated to provide a more <br /> comprehensive analysis of the entire area to insure the onsite circula- <br /> tion is consistent with the offsite circulation flow. <br /> A comprehensive specific plan for the area should be developed that <br /> will address such circulation problems and the future land uses, im- <br /> provements, signs, landscaping, etc. as this is used as an entry <br /> portal to the City of Tracy and its improvement should be consistent <br /> with the City requirements. " <br />
