Eleventh Street has an existing right <br /> of way width of 240' . It is unclear who will maintain sanitary and <br /> water systems. Improvement plans and specifications shall be sub- <br /> mitted to Public works for approval. <br /> OTHER CONSIDERATIONS <br /> - The area has a high local water table. The proposed method of sanitary <br /> service is a community septic tank and leachfield. This method of <br /> sewage disposal risks contamination of the groundwater. In addition, <br /> a public entity must be created to maintain the proposed sanitary <br /> system. <br /> - The drainage system has already been constructed. This too will re- <br /> quire a public entity for maintenance. <br /> - The proposed design will create an excessive amount of street in <br /> proportion to the usable lot area. It would be desirable to modify <br /> the design. <br /> - Access to the site from the freeway is poor. The I-5 -- I-205 is <br /> freeway to freeway. Travelers on I-205 cannot use this Highway Service <br /> Area. Travellers on I-5 southbound must foresee the existence of the <br /> site and take the Tracy llth Street off ramp before coming to the site. <br /> Northbound travellers must likewise take the Kasson Road exit, go <br /> northwest to 11th Street, and turn right. Poor access will make the <br /> site unattractive to future highway service users. <br /> - If Highway Service development does not occur, subdivision of the site <br /> will encourage development of non-highway service use such as Commercial <br /> Service. <br /> - Access to 11th Street is limited to a 50' access point of the extreme <br /> west of the property. The access point occurs at the end of a long <br /> curve on 11th Street. Adequate offsite improvements should be pro- <br /> vided for traffic safety. <br /> - The Tentative Map should be revised to show acceleration-deceleration <br /> lanes, and a left turn pocket on 11th Street. <br /> DEVELOPMENT COMMITTEE ACTION <br /> - On November 18, 1981, the Development Committee reviewed the proposal <br /> as to its conformance with the statutes of the State and the Ordinance <br /> of the County. <br /> - Action of the Committee was to forward the project to the Planning <br /> Commission with a recommendation to ratify the Negative Declaration <br /> and approval subject to the following: <br /> 1. A. All improvements shall conform with the Improvement Standards <br /> and Specifications of the County of San Joaquin . All improve- <br /> ment plans and specifications must be approved by the San <br /> Joaquin County Department of Public Works prior to approval <br /> of the Final Map. <br />
