Item No. 5
PC : 12-3-81
5-82-4
Page 3
- City of Tracy Public Works - The site would not be subject to an
Intermediate Regional Flood. Eleventh Street has an existing right
of way width of 240' . It is unclear who will maintain sanitary and
water systems. Improvement plans and specifications shall be sub-
mitted to Public works for approval.
OTHER CONSIDERATIONS
- The area has a high local water table. The proposed method of sanitary
service is a community septic tank and leachfield. This method of
sewage disposal risks contamination of the groundwater. In addition,
a public entity must be created to maintain the proposed sanitary
system.
- The drainage system has already been constructed. This too will re-
quire a public entity for maintenance.
- The proposed design will create an excessive amount of street in
proportion to the usable lot area. It would be desirable to modify
the design.
- Access to the site from the freeway is poor. The I-5 -- I-205 is
freeway to freeway. Travelers on I-205 cannot use this Highway Service
Area. Travellers on I-5 southbound must foresee the existence of the
site and take the Tracy llth Street off ramp before coming to the site.
Northbound travellers must likewise take the Kasson Road exit, go
northwest to 11th Street, and turn right. Poor access will make the
site unattractive to future highway service users.
- If Highway Service development does not occur, subdivision of the site
will encourage development of non-highway service use such as Commercial
Service.
- Access to 11th Street is limited to a 50' access point of the extreme
west of the property. The access point occurs at the end of a long
curve on 11th Street. Adequate offsite improvements should be pro-
vided for traffic safety.
- The Tentative Map should be revised to show acceleration-deceleration
lanes, and a left turn pocket on 11th Street.
DEVELOPMENT COMMITTEE ACTION
- On November 18, 1981, the Development Committee reviewed the proposal
as to its conformance with the statutes of the State and the Ordinance
of the County.
- Action of the Committee was to forward the project to the Planning
Commission with a recommendation to ratify the Negative Declaration
and approval subject to the following:
1. A. All improvements shall conform with the Improvement Standards
and Specifications of the County of San Joaquin . All improve-
ment plans and specifications must be approved by the San
Joaquin County Department of Public Works prior to approval
of the Final Map.
