Due to the significant problems <br /> associated with on and off circulation, the project should be denied until <br /> they are addressed and resolved. The resolution of the traffic may effect <br /> the tentative map submittal. Basis for Recommendation: City may consider <br /> sup;?ort if traffic problems resolved, however would want to review and <br /> comment on revised map. <br /> Although the proposed project conforms to the land use element of the City <br /> of Tracy General Plan, there are serious concerns which must be addressed <br /> and resolved prior to the project proceeding, specifically, the circulation -- <br /> both onsite and offsite. <br /> Business Loop I-205 is a very high speed truck traffic corridor for Tracy. <br /> As a result, turning maneuvers into and out of the project has the potential <br /> to create a dangerous intersection. Crossing traffic on Business Loop <br /> I-205 has historically been a traffic problem evidenced by the signals and <br /> advanced, flashing warning signs at Kasson and Business Loop I-205 . And, <br /> more recently, the concerns over the hazardous intersection at Grantline and <br /> 73usiness Loop 1-205 where Grantline has only stop signs. (See attached <br /> press editiorial) , <br /> '"herefore, a qualified traffic engineer should evaluate the situation and <br /> provide measures to insure safe crossing maneuvers. Such measures could <br /> include signals and turn lanes, accelleration and decelleration lanes . <br /> Si.mi.la.rily, onsite circulation should be reevaluated to provide a more com- <br /> prehensive analysis of the entire area to insure the onsite circulation <br /> is consistent with the offsite circulation flow. <br /> A comprehensive specific plan for the area should be developed that will <br /> address such circulation problems and the future land uses, improvements , <br /> sins , landscaping , etc . as this is used as an entry portal to the City of <br /> Tracy and its improvement should be consistent with the City requirements . " <br /> Public works -- The site would not be subject to an Intermediate Regional <br /> flood. <br /> Ele'•enth Street has an existing right-of-way width of 240 ' . It is uncle ,--:- <br /> who will maintain sanitary and water systems . Improvement plans and <br /> specifications shall be submitted to Public Works for approval. <br /> OTHER COrSIDERATIONS <br /> - The area has a high local water table. The proposed method of sanitar <br /> service: is a community septic ta.n)c and leachf-Jeld.
