S A N J 0 A Q I I I Irl Environmental Health Department <br /> CCUN Y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> PAUL E VAZ TRUCKING INC 4740 E PELTIER RD,ACAMPO December 27, 2021 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: In the south west oil storage area, an oily sheen was observed on rain water flowing into a drain <br /> that leads to a retention pond. <br /> In the storage area, oily stained dirt/pea gravel was observed underneath a damaged truck. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately fix the oil storage area to prevent any oil from flowing into the drain and clean <br /> the oily stained dirt/pea gravel underneath the damaged truck. Manage the waste according to Title 22 California <br /> Code of Regulations for hazardous waste. Submit a statement and supporting documentation to the San Joaquin <br /> County Environmental Health Department describing the storage and final disposition of the cleaned up waste. <br /> This is a repeat violation, Class ll. <br /> 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> OBSERVATION: Oily water was observed in a secondary containment spill pallet holding one 55 gallon drum of oil <br /> and one 55 gallon drum of antifreeze. The emergency eyewash station bottles in the shop contained expired liquid <br /> (expiration dates March 2020, and November 2021). <br /> REGULATION GUIDANCE:All facility communications or alarm systems,fire protection equipment, spill control <br /> equipment, and decontamination equipment,where required, shall be tested and maintained as necessary to assure <br /> its proper operation in time of emergency. <br /> CORRECTIVE ACTION: Immediately clean the spill pallet and replace the emergency eyewash station bottles. <br /> Provide a corrective action statement to the San Joaquin County Environmental Health Department within 30 days. <br /> This is a repeat violation, Class II. <br /> 406 CCR 66261.7 Empty hazardous waste or material container greater than 5 gallons not managed per this section. <br /> OBSERVATION: Empty 55 gallon drums and 18 gallon drums were observed throughout the facility. <br /> REGULATION GUIDANCE: Empty containers which previously held a hazardous material, including hazardous <br /> waste must be managed per Title 22 California Code of Regulations(CCR)section 66261.7. Refer to this section <br /> and California Department of Toxic Substances Control guidance for more information. <br /> CORRECTIVE ACTION: Immediately label all empty containers with the date they were emptied and manage <br /> within one year of that date. Manage the container per Title 22 CCR section 66261.7.
