R5-2003-0519, FOOTHILL <br /> SANITARYLANDFILL, SANJOAQUIN COUNTY <br /> Enclosed is Administrative Civil Liability Complaint No. R5-2003-0519 regarding the violation of <br /> Waste Discharge Requirements (WDRs) Order No. R5-2003-020 and Sections 13267 and 13268 of the <br /> California Water Code by San Joaquin County and Foothill Landfill, Inc. (Discharger) for not <br /> submitting a Closure Plan for Module "I." The Complaint proposes that the Discharger pay$10,000 in <br /> administrative civil liability. <br /> The Discharger may agree to pay the civil liability and waive a Regional Board hearing on the matter. <br /> If the Discharger waives a Board hearing, then a duly authorized person shall sign the waiver and remit <br /> a$10,000 check, made out to the State Water Resources Control Board Cleanup and Abatement <br /> Account, to this office by 6 January 2004. If you choose not to pay the civil liability, a hearing on this <br /> matter will be scheduled for 28/29/30 January 2004, in Sacramento, California, in accordance with <br /> Section 13323 of the California Water Code.
