The decision to proceed with an energy project will be made by <br /> the County based on economic benefit. <br /> • If an LFG-to-energy project is found to be beneficial to the County, then LFG treatment <br /> will be by combustion in electrical generation equipment. This equipment will be <br /> operated in accordance with the APCD operating permit, and sufficient in size for the. <br /> landfill. <br /> If LFG is not used as an energy source, then collected LFG will be treated by combustion <br /> in a temperature-controlled flare in accordance with the APCD operating permit. <br /> I. LFG condensate will be handled as landfill leachate in accordance with the WDRs. <br /> J. Provision for Expansion: although little or no LFG is anticipated from Module 1 until at least <br /> one year after refuse placement,the LFG system will be provided with means to connect to <br /> the following features of Module 1: <br /> • Leachate risers <br /> • Future horizontal collectors <br /> • Soil gas trench <br /> It is intended that collection of LFG from these items (when installed) will be adjusted <br /> similarly to other LFG collectors. <br /> It is likely that collection of soil gas from the trench and piping beneath Module 1 liner will <br /> not be needed due to collection directly from the first lifts and collection of LFG from <br /> unlined Module "I". Note that soil gas is likely to contain insignificant methane, and thus has <br /> the potential of diluting the LFG and reducing the possible for use of LFG as an energy <br /> resource. It is possible,however,that LFG has seeped from Module "I" under Module 1's <br /> liner. Therefore,the soil gas trench will be attached to the LFG collection system, but <br /> collection of gas from the trench may be discontinued after captured LFG (if any) is depleted. <br /> 4. Additional Groundwater Monitoring Wells <br /> The Site Improvement Project will include the installation of two groundwater monitoring wells, <br /> one upgradient and one downgradient. The location of the wells will be as approved by <br /> RWQCB staff. The design will be similar to that of Monitoring well MW-2R, and will include a <br /> sanitary well seal approved by the San Joaquin County Environmental Health Services. <br /> 5. Long Term Intermediate Cover and Drainage Improvements for Non-Closed Surfaces of <br /> Module "I" <br /> The site improvement project will include improvement of drainage on the site as follows: <br /> A.
