These criteria include: <br /> • Design storm event. 24-hour, 100-year per County intensity data presented in <br /> Appendix E of the ROWD. <br /> • Soil gradation for drainage to limit infiltration and to control soil loss based on RUBLE. <br /> • Rational Method for flow rate calculations per Appendix E of the ROWD. <br /> B. The design will include the following typical drainage features: <br /> • Crest berms and side slope benches <br /> • Ditches on benches <br /> • CMP inlets and overside drains <br /> • Erosion control and energy dissipaters as necessary to prevent erosional damage. <br /> C. Shallow Refuse Lift Areas (Approximately 3 acres): Long term cover will be applied to the <br /> shallow refuse lift area(approximately 3 acres). At this time,we anticipate that the <br /> minimum design criteria will include: <br /> • Minimum thickness=4 feet. <br /> • Cover soil characteristics: minimum 25%passing number 200 sieve per ASTM D-422 <br /> • Minimum slope = 3 percent <br /> • Maximum slope= 2:1 <br /> PROJECT SCHEDULE <br /> The project schedule (attached) indicates the activities anticipated to execute the strategy. These <br /> activities include: <br /> A. Preparation and issuing three Requests for Proposal, including: <br /> Engineering services for the design of the project components <br /> Engineering services for third-party Quality Assurance during construction to certify that <br /> the landfill liner is installed in accordance with the WDRs as implemented in the design <br /> 9 Installation and operation of a LFG-to-energy facility <br /> B. Regulatory documents to be prepared and reviewed(with the regulatory agency primarily <br /> responsible for review) include: <br /> • Preliminary Closure Plan and Post Closure Maintenance Plan(LEA/CIWMB) <br /> • Quality Assurance Plan associated with the Preliminary Closure Plan(LEA/CIWMB) <br /> • Partial Final Closure Plan(LEA/CIWMB) <br /> • Plans and Specifications for the project components <br /> - Module 1 liner extension(RWQCB) <br /> - Closure of the crest of Module "I" (LEA/CIWMB <br /> - Landfill gas (SJUAPCD) <br /> - Groundwater Monitoring Wells (DEHS and RWQCB) <br /> • Quality Assurance Manual for the installation and certification of the composite liner <br /> extension onto Module "I" (RWQCB) <br /> • Request for Authority to Construct (SJJAPCD) <br /> Foothill Sanitary Landfill-Site Improvement Strategy 5 Department of Public Works/Solid Waste <br /> February 2,2004 County of San Joaquin <br />
