The schedule shows that construction can be complete by the end of November 2006,but includes <br /> many activities not within the control of San Joaquin County. It appears feasible possible that the <br /> project can be completed in the time allotted if all parties complete their tasks as shown. Recent <br /> experience has demonstrated the need to begin construction with ample time to address unforeseen <br /> construction problems.
