An <br /> Addendum certification report for the functionality of the electrical system, dated 23 February 2004, <br /> completes the CQA requirements for the design and construction of the liner system for Module 4. <br /> Regional Board staff observed the completed liner on 27 February 2004. <br /> The CQA Report and Addendum contain certification statements by Bryan E. Fritzler, P.E., of Vector <br /> Engineering, Inc., a California registered professional civil engineer No. 55568, stating that in his <br /> professional opinion, the Module 1 liner system at the Foothill Sanitary Landfill was constructed and <br /> completed in general accordance with the project plans and specifications, site permit documents, and <br /> Title 27 of the California Code of Regulations. <br /> Based on the certification statements by Bryan E. Fritzler, P.E., and our review of the information <br /> contained in the CQA Report and Addendum,we have determined that you may proceed with the <br /> discharge of waste in Module 1 in accordance with Waste Discharge Requirements Order No. R5-2003- <br /> 0020. <br /> If you have any questions,please contact Kim A.
