San Joaquin County Environmental Health Division State 18-Month Inspection Report <br /> Foothill Sanitary Landfill <br /> SWIS#39-AA-0004 <br /> AREA OF CONCERN: <br /> There was one area of concern of Title 27,California Code of Regulations,Consolidated Regulations for Treatment, <br /> Storage,Processing,or Disposal of Solid Waste. <br /> Section 20830–Litter Control. This requirement states that litter shall be controlled,routinely collected and disposed of <br /> properly. Windblown materials shall be controlled to prevent injury to the public and personnel. Controls shall prevent the <br /> accumulation,or off-site migration,of litter in quantities that create a nuisance or cause other problems. <br /> A significant amount of litter was observed on the north slope of the active waste management unit(See Figure 1.) <br /> Figure 1. Litter on the north slope of the active waste management unit. <br /> This unit is reaching its height limitations and is exposed to the elements. On the previous day there were very high winds in <br /> the area. A litter crew was actively collecting the litter during the inspection. The litter observed was well within the <br /> landfill's permitted boundary. It is recommended that the local enforcement agency inspect this area during the next monthly <br /> inspection for compliance with the litter control standard. <br /> COMMENTS: <br /> During the inspection there was heavy rain and wind. The drainage system was working well and no ponding was observed. <br /> The active face was being kept compact in order to minimize litter created by the wind. The operator was also adjusting the <br /> location of the active face to account for changes in wind direction. <br /> Gas screening was preformed at two gas-monitoring wells within the permitted boundary and at one well on the boundary <br /> using the GMI 442 series combustible gas indicator. No methane gas was detected at the landfill. <br /> Bottled water is supplied and the sanitary facilities proved adequate. Cell phones are used at the active face for <br /> communication purposes. <br /> The daily logbook was up to date. The training records on site were adequate. A check of the disposal site records and the <br /> landfill unit records at the Department of Public Works office in Stockton showed them to be well maintained and up to date. <br /> Page 2 of 2 �— Inspector <br />
